These ideas were not lost on the planners at the outbreak of World War II. However, the desperate predicaments imposed by the outcomes of attacks, battles, and invasions in the rapid uncontrolled widening theaters of war overrode all calm, rational policy making, and any efforts to draw judiciously upon the lessons of the past. One thing about financing war, it seems never to be fully under control. Every nation seemed to have a different approach. However, there was one constant. Price and wage controls were imposed in all the belligerent nations. These were effectively enforced thanks to total mobilization of the economy for the war effort and the control of products available to consumers through control over imports - a topic we discussed last week. In exploring the divergence nature of war finance among the belligerents, let us start with Nazi Germany. According to SB, the war was financed primarily through direct taxation and it is noteworthy that Germany did not issue war bonds or similar instruments through popular subscription. We know they have a very structured national lottery system, which is a kind of "voluntary taxation." Another strategy seemed to resort to domestic loans placed with the Reichsbank, which was controlled by the Nazi party since 1938. (Note, there were some bonds sold to United States citizens through Dillon, Read, & Co, a New York firm.) The potential for domestic inflation was dealt with through elaborate and stringent price and wage controls through the Reichskreditkasse (Reich's Credit Treasury Bank). No Reichmarks could be exported from Germany. The prices set by the time war began in September 1939 became so solidified in the structure of the Germany economy that they were still the basis for East German prices in 1989. Further, Nazi monetary practice, with an occupation tax levied upon the central bank and rigidly enforced price and wage controls, was extended in each country occupied and integrated into the "New Order" imposed upon unified Nazi Europe. This left a legacy readily adapted by Communist regimes in Central and Eastern Europe to maintain their economies, and was only painfully undone by democratic regimes in Western Europe. =========================================== Editorial/opinion =========================================== It seems that I am constantly complaining about computer problems. I thought I knew the name and recognized the voice but didn't write it down. When I went to followup on some of the bids on 2 Sept, I called the collector who I thought submitted the bids. It wasn't him and I am totally embarrassed. Not to make excuses but 49 out of 150 bidders submitted bids in the last 4 days and I got behind entering bids. I found out I am not ebay! Median collection auctioned by Lyn Knight at Dallas last weekend: 20 yen A series 100, this is the series used as trial MPC. This is a classic VF note (most would call EF, some AU, but I did not check to see what the auction called it). It has a modest stain on the right side. A nice, pleasing note: $150 1 yen B REAPLCEMENT SN H00186518A F-VF, no edge damage, it looks real nice, in demand [sold] 1 yen B AU-CU, A16316923A. There is no justification to include this note in such a listing, EXCEPT that it is from the Medina collection and therefore of interest. $4 1000 AM marks, Soviet printing. This is an average uncirculated example but is particularly desirable for two reasons 1) it is from the Medina collection 2) the first three characters (-31) of the serial number are offset UP in addition to laterally (a diagnostic of the Soviet printings).
