THE NEW IRAQI BANKNOTES -- QUESTIONS AND ANSWERS What's happening? New Iraqi banknotes will be introduced on October 15. The normal Iraqi dinars ("print dinars") in circulation in most of Iraq, and the former national dinars ("Swiss dinars") in circulation in parts of Northern Iraq, will be exchanged for this "new Iraqi Dinar." When is this happening? The new notes will be ready on October 15. What happens between now and then? Nothing. You should continue to use existing banknotes. They continue to have the same value and the same validity. From October 15 until the exchange period ends on January 15, you can use either the current or the new banknotes. Should I change all my money now into another currency? No. Your normal Iraqi ("print") dinars will be exchanged directly into new Iraqi dinars at a rate of one to one. Former national ("Swiss") dinars in use in parts of Northern Iraq will be exchanged at a rate of 150 new dinars to one "Swiss" dinar. We are fixing these rates now so that you need not worry. Where will I have to go to change my money? To designated exchange points, which will include the branches of the Rafidain and Rasheed banks. Will I have to change my money immediately after the exchange begins? No. There will be three months to make the exchange. Throughout the exchange period, both normal ("print") dinars, former national ("Swiss") dinars, and new dinars will be accepted as legal tender. Won't the value of Iraqi dinars drop between now and October 15, as measured against, say, the dollar? There is no reason for this to happen. This will not be a new currency, but simply new banknotes. How will I know when the new notes are ready? They will be ready on October 15. Announcements will be made in a similar way to this announcement, i.e. by radio, television, newspaper, poster and leaflet. You're already running out of Iraqi dinars. Won't there be a mad rush to get the new ones? No. There will be no shortage of the new dinars. And they will be available in many more denominations than are in circulation now. Why don't you just print more normal Iraqi ("print") dinars? Because their quality is poor, they don't last. They are also hard to use because of the lack of different denominations. And it's time that the new unified Iraq had one set of banknotes, and notes without the head of Saddam Hussein. Can I keep dollars if I want to? Absolutely. In the new free Iraq, you can hold whatever currency you want. But the new dinar will be the official banknotes for the whole of Iraq, from Dohuk to Basra. Is the coalition trying to take over the Iraqi economy? Absolutely not. That is why we are introducing new banknotes, based on the original Iraqi dinar design. Do I really need to change my notes? Won't the new Iraqi government change the design again anyway? Yes, you should change all your current dinars when the time comes. After the changeover period, the normal Iraqi ("print") dinars, and former national ("Swiss") dinars will no longer be valid. Once there have been national elections, and there is a new Iraqi Government, the new Government may introduce new notes, or a new currency. But this will be further down the line. Do I need to withdraw all my money from the bank? No, money held in the banks will be automatically converted for you. ANA Library Officially Dedicated in Honor of Dwight N. Manley The American Numismatic Association Library in Colorado Springs, Colorado--the world's largest circulating numismatic library--will be dedicated October 17 in honor of Dwight N. Manley, recognizing his generous contribution to the ANA's Headquarters Renovation Fund. Manley, a noted rare coin collector and sports agent from Newport Beach, California, contributed $250,000 to the renovation fund. He will join the ANA Board of Governors in ceremonies set for Friday, October 17. Also scheduled to attend are ANA Past Presidents Florence Schook and Q. David Bowers, who both played a role in Manley's early numismatic education. The ANA completed a multimillion-dollar renovation of its Museum and Library in 2001, which more than doubled the Library's shelf space and provided better access to its growing collection of books, auction catalogs, periodicals and videos. The expanded, climate-controlled rare book room preserves and displays many of the Library's most important references, and a new security system protects the valuable inventory. "We have more than 9,000 titles available, circulate more than 2,500 items a year to ANA members around the world and annually respond to nearly 2,000 research queries," says ANA Librarian Nancy Green. "As members of the Colorado Library Consortium, we also circulate material to anyone with a valid Colorado public library card, and we are seeing an increase in local circulation as more and more people discover this great resource." When he made his donation for the Library renovation, Manley said it was his experience as a teenager at an ANA Summer Seminar--a week-long event that now draws 450 people every year--that launched his numismatic career. "The American Numismatic Association encouraged me and then ANA Governor Florence Schook assisted me in receiving a scholarship to attend my first Summer Seminar in 1981," Manley says. "I am privileged to show my grateful appreciation to the ANA, and am honored by this recognition." Manley, 37, began collecting coins at age 6 after finding 1909 and 1910 Lincoln cents in a coffee can. He still has the coins. A year later, he visited his first coin store and was told he needed to study numismatics before he bought more coins. Manley continued collecting and reading over the years and, at that first Summer Seminar, he met Bowers--his idol--other young numismatists and adults willing to teach and learn. A year later, Manley attended his second Summer Seminar and then attended his first ANA convention. Although Manley is known to many as a sports agent representing Los Angeles Lakers star basketball player Karl Malone and others, he also is widely recognized as a leader in promoting numismatics. In recent years he served as managing partner of the California Gold Marketing Group (CGMG), which has been involved in a number of noteworthy numismatic events that have brought great public attention to the hobby. Under Manley's guidance, CGMG purchased, promoted and sold the California Gold Rush treasure retrieved from the 1857 shipwreck of the S.S. Central America. The group created a $20 million traveling exhibit of recovered gold coins, bars and nuggets for display at coin shows and museums throughout the country. The group also sponsored a television documentary about the S.S. Central America and published Bowers' 1,056-page reference book, A California Gold Rush History, featuring the sunken treasure. In a 1998 interview Manley said, "I have been very lucky to have enjoyed all I have done. I have enjoyed rare coins and the people I met. At the same time, I enjoy the world of sports and its ever-changing scenes. "I think the key is to collect what you enjoy. This is true with anything in life. If you buy something because you enjoy it, you will always be a winner." The ANA Library is the custodian of the IBNS paper money library. Specifically, I was thinking about how the concept and listings will be carried into World War II Remembered. I went into the manuscript and added the following paragraphs to the introductory material. I repeat it below for your information and (hopefully) comment. Since the 1995 edition, multiple printings of military payment certificates have been documented and become very popular with collectors. The concept of studying (collecting) by printing is not completely new. Even within military payment certificates, multiple printings had been identified for one series many years ago. In many other cases block letter advances that were collected also represented multiple printings. A perfect example of this is with Allied military 1000 yen notes. New listings for multiple printings are included for Special Army Currency (see occupied Germany) among others. The numbering convention for military payment certificates is being adapted here. Where a serial number or other easily observable difference exists, the difference will be listed as a letter variety. Where serial number range is the only or major criterion, a numeral suffix is added to the basic catalog number as 123/1, 123/2. In most cases the printing history will also be given. =========================================== MAIL CALL =========================================== Dear Editor, I have just read an interesting article in the October 2003 edition of 'the Currency Dealer newsletter'. The article, titled "Military payment Certificates an update..." written by Fred Schwan, a well know author on MPC, recognized as an expert in the field by many gramsters. The show was this weekend, October 11th and 12th. We had 32 dealers and 50 tables. Richard Horst was there from Colorado Springs and had some very nice Konversionkasse for sale. Dealers I talked to seemed satisfied, the crowd was good, the Club made a little money and we promoted the hobby. What else is there? There were drawings every hour and a final drawing at the end with the grand prize of a 1922 Double Eagle. A great deal of credit for success goes to Jason Hilligoss, Club President and Show Director. In recognition of his good work, and by the authority invested in me by Fest HQ, I awarded him a Fest challenge coin at the end of the show. See you in April for the next show.
