From: "MPCgram" To: Subject: MPCGram 1029 Date: Saturday, October 18, 2003 3:21 PM =========================================== MPC GRAM =========================================== Covering the entire World of Military Numismatics Series 004 - Number 1029 Saturday October 18, 2003 Financing War By Warner Talso A discussion of financing WWII would not be complete without mentioning the Lend Lease program (or Lease-Lend, in Great Britain). In September 1940, President Roosevelt negotiated a famous destroyer-for-bases agreement under which 50 obsolete "four-pipers" US WWI destroyers were exchanged for 99-year lease of several British bases in the Western Hemisphere. The justification was that these bases might one day become critical to US defenses. Thus, the concept of the Lend-Lease is born. On 11th March 1941, Congress passed the Lend-Lease Act. The legislation gave President Franklin D. Roosevelt almost unlimited powers to sell, transfer, exchange, or lend food, supplies, machinery, tanks, aircraft and ammunition to any country to help it defend itself against the Axis powers in Europe. It was important that this could be done without sacrificing US neutrality at that time. A sum of $50 billion was appropriated by Congress for Lend-Lease. One of the aspects of the Lend Lease Act was SAM ships - Liberty ships lent to Britain. When the war had ended the Lend-Lease program had extended over $41 to 50 billion (depending on who does the accounting) in aid to 38 countries. Britain got the biggest share or roughly $30 billion and the Soviets about $11 billion. China got $1 billion. Lend-Lease was the most visible sign of wartime cooperation between the United States and the Soviet Union. Lend-Lease materiel was welcomed by the Soviet Union, and President Roosevelt attached the highest priority to using it to keep the Soviet Union in the war against Germany. The program started 3 months after the German invasion of USSR in June 1941. About seventy percent of the aid reached the Soviet Union via the Persian Gulf through Iran; the remainder went across the Pacific to Vladivostok and across the North Atlantic to Murmansk. Lend- Lease to the Soviet Union officially ended in September 1945. Joseph Stalin never revealed to his own people the full contributions of Lend-Lease to their country's survival. On Aug. 21, 1945, President Truman announced the end of lend-lease aid. Arrangements were made, notably with Great Britain and China, to continue shipments, on a cash or credit basis, of goods earmarked for them under lend-lease appropriations. Within 15 years after the termination of lend-lease, settlements were made with most of the countries that had received aid, although a settlement with the USSR was not reached until 1972. Less than $10 billion of that aid was ever repaid, making this appear more like the donation it really was. The British government repaid $650 million of their share. =========================================== Editorial/opinion =========================================== Paul Walters letter below is obviously of interest because of what Paul has to say. To me his letter had a bigger message. The Gram is an amazing medium. I do not know Paul (at least I do not think that I do, Paul, please tell me). I do not know when or how he started receiving the Gram. I do not think that he has ever written to the Gram before. Out of the blue we get this interesting letter/article from him! Sometimes here at HQ, it seems that there is no one out there or at least that no one is reading the Gram. Then a letter like Paul’s comes in to prove the power of the Gram. Thank you Paul. Bill Dear Gram, Regarding my recent comments about the new $20FRN, I was reacting to the moment and the realization that my Credit Union goals are not the same as the public or Treasury goals. You state that "the new $20 was not asking for any significant change in behavior as was the dollar coin". I would note that there is some change in attitude required because the American public has a very strong attachment to it's "greenbacks". Polls say we do not like or want colored notes. Although the public will have no choice, I suspect the Treasury is sensitive to adverse publicity - perhaps $30 million worth - and does not want people writing their congressional representative. BTW, went to another bank yesterday where we keep a Society account and picked up my first new $20 notes. Also asked for $2 bills and Sac dollars. The teller made some comment to a co-worker about not keeping curiosities around because they are too much trouble. More of the same, but I am no longer surprised. Warner Dear Editor, Let me give a report on the new US $20.00 notes from here in Spartanburg, S.C. Yesterday, October 15th, just six days after release of the new notes, I went on a quest to locate them in our area. I began my search at my local bank after making a bi-weekly deposit for our office. This was the first time that I had inquired and to my disappointment, no new notes. One teller overheard my request, and said that she had one that came in with a deposit the day before. I immediately gave her a twenty from my deposit and kept the note to examine. I then began a hunt that lasted for about three hours as I knew that at least one bank in town must have them. I did not realize how many banks there were in our area. I made a visit to eight banks and was about to give up when I stopped in at a branch of my bank on another side of town. Again, no new notes. The teller suggested that I visit a bank who orders their money directly from the feds, instead of a clearing house where it is next to impossible to get uncirculated notes. The only two banks that she was aware of were Wachovia and Bank of America. I had already visited the main offices of these two banks, so I was resigning myself that I would have to wait several more days or weeks before the new notes reached our town. The teller then said that I might try a branch of Wachovia located near the shopping mall since they were a very busy bank that supplied alot of merchants. To my luck, no new notes. Well, it was now almost noon, I spotted the ever glaring fast food place and stopped for a bite. I then decided to go back home and start the yard work. As I was driving home, I noticed a Bank of America. I said that they probably did not have any new notes but I would stop and make it an even ten banks that I visited. To my surprise, the head teller said that she did have the new notes as she had just received $40,000.00 dollars worth from the feds. (This bank is also near a busy mall area that supplies many merchants). I asked very politely if I could have $500.00 worth. No problem, she then pulled a fresh pack of $2000.00 and started to count them with the automatic counter. There was a problem with the machine, and she counted them by hand! Wonderful, since most of these notes are going to my collector friends in Europe, Canada, etc. Here is a little pearl of wisdom--- Never give-up on your quests for banknotes!!!! Now, about the new notes themselves. I love them!!! At first glance, they didn't appear that much different. But, when you compare them to the 2001 series, there is quite a big difference. ( By the way, all of the banks I visited had info available for the public on the new notes. Of course, I picked up many brochures to share with collectors.) I personally like the fact that the portrait is not enclosed with the oval and concentric lines. Also, if you look closely at the background colors of peach and green, you can see a geometric style pattern. A very different look than just plain white paper as before. I think this will be a big plus for the collecting fraternity. The $50.00's will be out in 2004 and the $100.00 will be out in 2005. The info that is being published by the feds is that these notes will have different background colors for each denomination. The notes also have two symbols of freedom. For the twenty, it is the eagle in blue and a smaller metallic green eagle above the series year. The feds say that each denomination will have different symbols of freedom. I hope you collectors enjoy this change as much as I do. I have just mailed two new notes to a collector in Cologne, Germany. I will wager he will be the first or close to the first collector in Europe to get them. Now, I can't wait to see the new designs for the $50.00 and $100.00. The notes that I received the notes with the (C3) federal reserve from Philadelphia. Interesting since in my area of the country we receive notes mostly from Richmond or Atlanta districts.
