From: "MPCgram" To: Subject: MPCGram 1035 Date: Friday, October 24, 2003 7:22 PM =========================================== MPC GRAM =========================================== Covering the entire World of Military Numismatics Series 004 - Number 1035 Friday October 24, 2003 Financing War by Warner Talso Two weeks ago we discussed Great Britain and briefly alluded to the British Empire and Commonwealth. In 1939 the Empire was vast beyond comprehension by today's standards. It included nearly 25 % of the inhabitable land of the Earth and 25 % of the world's population. The cliché that "the sun never sets on the British Empire" was literally true (SB, page 183). Now the Empire is gone. Most former colonies, territories, and dominions remain members of the Commonwealth, and loyal to the monarch. But there is no more Empire. Most of the Empire fought for Great Britain and contributed treasure to the war. The most notable exception being Eire (Ireland)`, who remained neutral. It is a measure of the Irish animosity toward Britain for 800 years of perceived mistreatment that they would remain neutral and risk Nazi occupation rather than fight for the British. So looking at some of the members of the British Empire and Commonwealth. I choose to start with Australia. Australia is a nation with the rare privilege of having never fought a war on its own soil (either as a result of invasion or civil war), but it does have a long and proud military history. Australia's primary source of income was import duties up to and during WWI (have you noticed how many countries financing strategies for WWII were a continuation of those begun for WWI?). Australia, as a Commonwealth member, did not have the power to impose an income tax and the government had to look for other sources of revenue. During WWII, the main efforts for financing seems to have been loans. There were 17 loans floated between September 1939 and December 1945. The going interest rate was 3.5%. Other forces were at work. First, Australia realized they did not have the population to protect their territory and adequately finance a war effort. Immigration policies were relaxed (and continued so through the 1970s). This was particularly effective right after WWII with so many refugees in Europe. Next, the government's financial strategy had been to protect the interests of farmers and graziers. Now in order to maintain levels of production during the war, the government worked to build up the nation's industries. This also required a larger population to provide members of the workforce and created the need for more trade partners. Australia changed significantly as a result of WWII. This included changes in exports, export destinations, technology, immigration and expansion of the welfare state. =========================================== Editorial/opinion =========================================== Carlson Chambliss spent the day here at headquarters. He is a very interesting fellow, but the visit started off badly. He arrived safely, but failed to meet the Fest coin challenge. He was full of the normal excuses with one additional twist. He tried to use a medal for Kutztown University that he was carrying. (He was not only carrying it, but it has his name on it because he is the sponsor of the program that created it.) You know what kind of sympathy he got from me! I pointed out to him and to all of you that the only way to meet the challenge is to carry your coin (medal) all of the time. You think that you can remember when you are likely to see a Fester, but you can never be sure. On the other hand, just this moment I realized that I was had. We went out to lunch and I treated!! Carslon owes me one. Carlson recently retired from teaching astronomy at Kutztown University where he also majored in numismatic research and enterprises. I do not know if we uncovered anything, but we had lots of fun discussing MPC, related issues, and even other paper money. =========================================== MAIL CALL =========================================== Dear Gram, Although there is not a direct numismatic connection, the Associated Press has reported the death of Madame Chiang Kai-shek. This would mark the passing of what I believe is the last of the leaders of WWII. Madame Chiang was the most important advisor to her husband during the war. Jim Downey Dear Gram, I spent most of the morning sorting down all of Dung's MPC. They are mostly really ratty but I did run across somethings that could be graded as high as Very Fine. I sorted down all of the Series 641 (the vast majority of his stash) by denomination, then block and serial. All of Dollar denominated pieces are entered in the spreadsheet now and attached to this email to the MPCGram and those asking for it to be emailed to them. I graded only those that had some writing or numbering on them and will get around to grading the rest as I can get to them. But I want to add the Series 641 Cent denominations and the other stuff before I start grading. Remember that my grading is very strict and most people add a grade, and even two, to what I think is the grade. That is all for now.
