From: "MPCgram" To: Subject: Your Gram 1051 Date: Tuesday, November 18, 2003 10:59 PM =========================================== MPC GRAM =========================================== Covering the entire World of Military Numismatics Series 005 - Number 1051 Wednesday November 18, 2003 Financing War By Warner Talso I want to talk more about Newfoundland, both to get the facts straight and introduce some new, and hopefully interesting, information. First, Ken's comments about Newfoundland Island and Labrador making up the province of Newfoundland is correct. If I had paid more attention to the bases the U.S. Army Air Corps was establishing I would have realized that at least one of the, Goose Bay, was in Labrador. It is interesting that my research material apparently assumed I knew this and never made specific reference to the mainland portion of the province. (I could also mention that I was misled by SB, page 241, but I won't go into that.) To further complicate the discussion the Labrador Peninsula is divided between Quebec and Newfoundland provinces. So one must be careful with terms. Recall I mention the size of Newfoundland as being about 42,000 square miles. That turns out to be the island. The Labrador portion of the province has an area of about 110,0000 square miles. Much larger. The province is almost twice the size of Great Britain. Regarding Jay's comment correcting the number of obsolete destroyers given to Great Britain in the destroyers for bases agreement, 50 is correct and I would have known this if I read my own column last month. This fine newsletter has very high standards and strives for total accuracy and completeness. Our Esteemed Editor has advised me that these errors have cost me my Christmas bonus and a 10% reduction in pay for 6 months. I dare not tell you how much money that represents because you would all be clamoring for jobs on the editorial staff. Recall Newfoundland issued War Savings Certificates (WSC). A limit of $600 worth could be purchased per year. I asked the question of why a limit - and am now prepared to offer two suggestions. First, taxes. WSC profits were not taxable. This made them attractive, but also diminished the tax base. There needed to be a balance between taking money out of circulation and reducing the tax base. The second factor is the anticipated redemption schedule. If too many enthusiastically patriotic people all bought large numbers of bonds at the same time, the government would be faced with an unacceptable redemption amount in six years. This was a means of spreading the investment process over time. Few know about the three internment camps in Newfoundland. Between 1939 and 1945 Newfoundland was involved in several different types of internment operations. The original plan was to ship 1,000 civilian internees, mostly German aliens determined to be security risks, from the U.K. to camps to be built in Newfoundland. Some civilians were eventually shipped elsewhere (Australia, I believe) and at least one camp was modified for POW use. When the U.S. entered the war, it appears that these camps were demolished, as the U.S. considered them to be too much of a security risk. This whole episode is murky and hard to reference. There is no indication that Camp chits were designed and used. =========================================== Editorial/opinion =========================================== The Talso column above was submitted last week for use on Friday. I had best intentions of getting the Gram out from the road, but just did not get it done (as mentioned and discussed (at little) yesterday). Anyway, it is included today in a shameless attempt to get Warner to produce another column for Friday! There has been very little mention of the Lyn Knight auction at St. Louis on Thursday. There is plenty in there to comment on. Will someone please step up to the plate and do that? =========================================== MAIL CALL =========================================== Dear Editor, Could you give me more info on the Fest? What the fee covers, where it is held (motel, hotel, campus, etc.)? And being a complete newbie would attending be jumping in, over my head, or could I really benefit from attending? Are there dealers at the fest, or is it basically trading? If there are dealers, do they do like most coin dealer who come to the larger show and only bring the big ticket items and forget about us people with limited funds? Sorry for bending your ears, Little Lee Dear Lee, Yes, yes, no. Beyond that I hope that some Festers will respond. Your questions are so wonderful that some Gramsters will not believe that I did not make it up. I will answer briefly, but do hope that some Gramsters will comment. First, you should read the reports in the MPC book on the Fest. That will give you an idea of the, well, er, mayhem. The fee includes room (double occupancy with single occupancy option available, roommates will be assigned/negotiated), meals from Friday evening through Sunday noon, and participation in all events. The most amazing part is that you will get paid to attend. Yes, you will get paid in military Fest certificates for attending. The MFC is negotiable inside and outside the Fest. Fest organizers do not divulge such things in the past, but since Fest II, every participant has received sterling and bronze Fest coins and other goodies. Many Festers also bring souvenirs for the other Festers. Many Festers believe that they make money by attending! It is an amazing thing. Yes dealers attend. There is also an auction and plenty of swapping. You should be able to exceed your budget without problem (most of us do). We sure hope to see you at Fest V and X too! Editor Dear Editor, I have received several reports that indicate the changing the subject line for Gram delivery is helping get Grams through the either. Bravo. We will continue to fight the problem from a technical point of view if you will continue to do it from an editorial perspective.
