The seller listed them as “Swiss stock certificates” but it was pretty obvious that they were of U.S. origin. The vignette on the face is that of John Marshall (1755-1835) who served as the Secretary of State and as Chief Justice of the Supreme Court. This vignette is the same one that appears on the $20.00 Treasury Note of 1890 and 1891. There is also a bright red Treasury seal, of the “old” style, at right center. All of the certificates in this lot were consecutively numbered and have, what appears to be, typewritten information on them i.e. date, issuer, type of issue etc. But upon closer inspection, I think that they may have been done by letterpress, as there is no embossing from this “typewritten” information. A quick search of the inter-net turned up some very interesting information. It seems that these “certificates” were attached to bonds and perhaps stock certificates also. During WW II! The site goes on to say that “ Chapter III, Assets in the United States” gives a description of these forms. Well, after reading a lot of pretty dry subject matter on securities and such, I finally found what I think these things were really used for. It says they were “used as an attempt to prevent hostile interests from trading securities to fund their war efforts.” TFEL-2 was a form that allowed friendly foreign nationals to trade in American securities during the war. On 14 June 1941, by executive order 8389 “called for a census of foreign owned assets held by every person in the United States. They were required to report all property held for, or owned by a foreign country or national. It goes on to describe why these measures were to be taken. In the event of a country being over run by the Axis, securities held by these countries were “frozen” unless the owner could prove that they were free from any blocked interest. The Treasury addressed many of these problems through certification. “ An expedient” somewhat similar to the European practice of affixing tax stamps to legitimately acquired securities. So it would seem that if you held securities from any over run country, or even some neutrals, you would have to record them with the Treasury Department in order to trade or redeem these interests in the future. This leaves with more questions than answers, for instance, what does TFEL stand for? And if there is a TFEL-2, where is TFEL-1? All of these seen so far seem to be dated between 1941-1943. Is this because after 1943, the European Continent was being re-taken by the allies? Today was exceptionally good. This must have been the unofficial military money issue! There were at least four feature stories on the subject including the first (I am pretty sure) with the byline of Roger Urce who had a Fest story.
