The exercise is pretty routine for most of us. Procrastination takes over and many of us rush at the last minute to meet the impending April 15 deadline to file our return with the IRS. Things were different in the early 1950s. The deadline for individual filers was March 15. The tax collection system of the IRS was decentralized with returns and payments being made to local Collectors of Revenue in each state. What does any of this have to do with military currency? The following is taken from the March 15, 1953 edition of the Council Bluffs (Iowa) Nonpareil. Military Certificates Won’t Pay Tax Bill DES MOINES AP – An Iowa soldier in Germany tried to pay His federal income tax in 10- and 50-cent bills but the Internal Rev- enue Bureau Saturday wasn’t tak- ing that kind of money. Military payment certificates for The soldier’s $1.20 tax payment were received at the tax collector’s office here along with his tax re- turn. Frank Halpin, Iowa director of internal revenue, said the Army paper money cannot be accepted in payment of taxes. The small denomination bills are marked “for use in U.S. military es- Tablishments.” However, the soldier won’t be getting a bill for the $1.20. “Some effort will be made to liquidate the account, “ Halpin said. A similar military money case was solved last month by an em- ployee of the revenue office here. he was allowed to pay the soldier’s tax and keep the military certif- icates for a souvenir. Answers: see below Comments from the field: Question: 117: Bill Myers wrote that he could not find anything on Colonel Wiley anywhere and he took what he admitted was a guess. Colonel Wiley was the finance officer in Korea when Series 651 was retired. A reort of an interview with him appears in MPC4. Colonel Wiley was a correspondent with Ray Toy and I believe that he is listed as a contributor to Toy 3 (an/or earlier editions). That is a good research question for Jack 21 and the other bibliophiles. ========================================== Editorial ========================================== Jim Downey found another great item for our MPC hunger. In thanking him for the submission I suggested that we might want to consider aiming at a five day per week schedule with the expectation of making it (or coming closer) instead of the target of daily and failing. Certainly four days a week would be a big improvement over what we have had the past few weeks. This is not a decision, it is simply my musing. The "play money" for the Okinawa Credit Reserve was actually used during the invasion of Okinawa and ended when the first pay ship arrived. The reason for the Okinawa Credit Reserve was simple. When the first pay ship arrived, most of the personnel on Okinawa had not been paid for up to 90 days. The currency was produced by the V-Mail unit using their machines and sponsored by the officers of the unit. At present I know of six dollar notes. There were also small change notes but it appears that none have survived. I will be writing an article on this shortly for the Texas Numismatic Association News.
