A short time ago, I came across a United States Treasury Department form relating to the acquisition of United States War Savings Bonds. The form contained information about who was eligible to own savings bonds. According to the form, ownership was limited to residents of the Continental United States, the Territories and Insular Possessions of the United States, the Canal Zone, the Philippine Islands, or citizens of the United States temporarily residing abroad. The ownership restrictions pre-dated the war and limited ownership to U.S. citizens which included residents of the Philippines . The form was printed in late 1942 after the Japanese had overrun the Philippines. When I read that residents of the Philippines could own U.S. savings bonds, I thought to myself, “How many residents of the Philippines would be buying U.S. savings bonds during the occupation?” The answer, of course, is that there were residents of the Philippines who fled the invasion or were otherwise outside the archipelago during the war who could buy bonds to support the war effort. I further mused to myself as to whether Japanese Military pesos could have been used to purchase U.S. war bonds by residents of the Philippines if they were available for sale in the Philippines . It turns out that this is not as silly a question as it first appears. While doing research on the emergency currency of the Philippines, I ran across documentation that indicated that United States savings bonds and stamps were sold in the Philippines during the occupation in the guerrilla controlled areas. In fact, a report on guerrilla activities in the 10th Military District on the island of Mindanao indicated that as of the date of the Leyte invasion (October 20, 1944) 18,187.50 pesos ($9,093.75) worth of U.S. war bonds and stamps were sold in the guerrilla held areas of Mindanao. I should not be surprised anymore when he sends some great information. However, in spite of how interesting it is that US war bonds might have been purchased with JIM, I think that the more insteresting thing is that he has confirmed the sale of war (and defense) bonds in the far flung areas. I am very interested in this area of research. I had suspected that defense bonds were sold in the Philippines, but had no way to prove it. Now that we konw that defense bonds were sold there, it might be possible to find some government report that states how many were sold through October 1941 or thereabouts. Of course the ultimte proof (and wonderful item for a collection) would be a bond sold in the Philippines with the appropriate sales office information. While most people still are not interested in the bonds, I am, and I am joined by a growing number of fellow collectors. Even fewer are interested in where the bond was actually ISSUED, but I am interested in that TOO, and again, I am not the only one. The best location that I know of is a bond in a prominent collection (certainly not mine, darn) that was sold in Honolulu, Territory of Hawaii. Furthermore, it was bought/sold on December 7, 1942 and has a commemorative rubber stamping to the effect of Remember Pearl Harbor. There is a rumor of an example marked Alaska Territory--and some certainly exist--but I have not seen one. I believe that bonds were sold in Puerto Rico and almost certainly exist. The US Virgin Islands, Guam and a few other places are going to be much harder to find. Midway and a few other territories and possessions may not exist or have ever been issued. ========================================= Mail Call =========================================== Dear Gram, CPMX is scheduled for 8 - 11 March.
