In mid-February, I received an email response suggesting that I contact the Bureau of Public Debt so I sent the same request there.  Last week, I received a call from the BEP. It was from Cynthia Werkheimer who is the curator at the BEP. She wanted to gather more information concerning my request.  I told her that I thought that was odd since I had just received an email response from them telling me to look elsewhere.  She apologized for the confusion and wanted to know what she could do to help.  After a brief discussion, she directed me to another BEP employee with whom I have not made contact yet.       When I returned from CPMX on Saturday night there was a letter waiting for me from the Bureau of Public Debt.  It was rather formal and only contained some of the information I was looking for which I will get to shortly.  Some of the information they did not have but some of it is being deliberately withheld under exceptions to the Freedom of Information Act.  What information have they chosen to withhold?  The serial number ranges for the bonds by type and denomination. It was withheld on the grounds that it relates "solely to the internal personnel rules and practices of the agency" and that it consists of "trade secrets and commercial or financial information obtained from a person that is privileged or confidential."        I fail to see how the information requested fits into either of these categories.  The last section of the letter defined my appeal rights if I want to pursue the information they have withheld.  Will I bother to do so?  No, because the BEP has the information and is willing to share it but I have not received it yet.       Here is the information that I did get from the BPD.  It consists of the total number of bonds issued by denomination for Series E, Series F and Series G. Unfortunatley, the totals include all Series E bonds and not just those from the War Bond era. To my amazement I received feedback from CPMX that there was some doubt in the minds of some Festers and potential Festers. While it is true that I am behind in the obvious preparations like published trainging schedule and list of Festers, we have been slaving here in Festland and look forward to everyone arriving on March 22 or 23. Two weeks from now, Fest 8 (yes, eight, can it be true?) will be history. Just Friday the secure finance truck arrived and unloaded a secret cargo (shsh, do not tell anyone). I expect that just like all of the previous Fests, this will be the biggest and best ever. Remember, there is a bourse on Friday March 23 that is open to everyone. If you cannot come for the Fest, at least come for the bourse! Jim Downey has certainly done some great research. I am humbled and proud to have his reports here in the Gram. The data provided above is spectacular. It documents the rarity that we have been talking about for many of the WWII bond issues. Editor Dear Editor   These are earth-shaking questions of a profound nature [the naming of the respective dates on US war bonds].    These are the words on the bonds, themselves.  Keep in mind we are talking about small size U.S. bonds.   The "ISSUE DATE" is a typed month and year.  A bond starts drawing interest as of the first day of that month and year. The second date is the month, day, and year contained in the Issuing agency's stamp.  It is the same or later month (I have seen up to two months) than the ISSUE DATE.  This is called the "ISSUING AGENT'S DATING STAMP".  A cumbersome name, but is what the bond says.   The difference between these two dates is of little interest, that I can determine, except when the bond has been reissued - usually because of loss or change of beneficiary.   The ISSUING AGENT'S DATING STAMP may be of interest because of some unusual feature.  During WWII many entities, e.g., banks, federal agencies, employers, and others, issued bonds.   Warner Dear Warner, It seems like the shortened version that is possible to catch on is AGENCY DATE. I do like it because it infers the actual situation where there were MANY agencies. Many of those different agencies are worthy of collecting on their own right.
