Make Plans for Summer Seminar
by Joe Boling
To those going to ANA for the summer seminar: there
are choices to
be made on housing. Most students will be in double
rooms in Loomis Hall. In order to live the dictum that
the commander does all he expects his troops to do,
Fred and I will double up in Loomis with the rest of
the ragamuffins (even though instructors are entitled
to single rooms). However, there are two new dorms
behind Loomis that are organized in pods--four single
rooms around a common kitchen/sitting room (I don't
know how many pods are in each building). Because they
are single rooms, they cost $150/session/student more
than the double accommodations in Loomis ($50/session
more than single accommodations in Loomis). If there
are at least two military numismatics course students
who want to pay that premium and get single rooms in
one of the new dorms, Fred and I will exercise our
option to take single rooms there, and we can set up
one pod as fest-west.
Communicate your desires to me; I will coordinate
the selection of rooms with ANA if there are enough
who want to occupy a whole pod (you will have to show
the more-expensive choice on your summer seminar
registration form that goes to ANA).
[Furthermore, get ready to submit your scholarship
application or to encourage others to do the
same--Ed.]

Editorial
----------------------------------------------
Today we had a long discussion with a Gramster about
our editorial policies, standards, and practices.
Specifically the conversation centered on criteria for
publication and editing of those selected. This
editing goes beyond simple grammar checking.
First and foremost, we consider it not only our
prerogative, but responsibility to exercise judgment
in the publication of letters (as well as features,
news, and other items). We intend to publish most of
what comes in. We may not publish all complaints about
Gram delivery feeling that one or a few capture the
mood and message. We (I) can only remember one time
when a letter was not published because it was
considered inappropriate.
Often parts of a letter are deleted because that part
is not relevant to the major or most interesting
point. Often these deleted sections include a personal
note to the editor.
We have never had a complaint about such editing.
Numismatic publications receive many complaints from
collectors about transactions and dealers resulting
from advertising in the publication. Even though those
complains originated with advertising in the
publications, the complaints never make it to the
letters section. If some point is generated from the
complaint and resolution, an article or commentary
might make it into the publication, but not the
original complaint.
We have certainly made some mistakes in publishing
some letters. Thus far I do not believe that we made
any mistakes about letters that we choose not to
publish. Of course we have also made mistakes by
completely losing letters and misplacing them, but
those are different sorts of mistakes.
Basically these policies are the same as most
publications around the country and numismatic
publications in particular.
This is how we feel about it. We welcome your
thoughts.

Mail Call
----------------------------------------------
Dear Editor,
With your new 'Fourth Edition, Comprehensive Catalog
of Military Payment Certificates' in hand I recently
was going through my MPC collection to determine which
printing my notes came from. I came across a series
481 Unc. $5.00 (I believe it's been in my collection
for the better part of 20 years) that has a serial
number outside the number scheme. My note is numbered
D09064019D. If I interpret your 'Fourth Edition,
Comprehensive Catalog of Military Payment
Certificates' listings correctly there were three
printing of the series 481 $5.00 note with the highest
number being D08800000D. My note is above that
number.
In light of the recent discovery of a counterfeit
$10.00 being found (was it at CPMX?) and discussed and
shown at MPCFest III, I find myself being a bit
concerned. This note looks authentic to me. Under
the small black light that I use it appears the same
as the other notes I have in the 481 series, with one
exception. The one exception is another $5.00 note
that appears to have more of a phosphorus shine in
places than this note in question.
Is it conceivable that there may have been a fourth
printing of these $5.00 notes? Or is more likely that
I may have a counterfeit? What would you suggest I
look for to help in determining it's authenticity? My
scanner is on the bum (new one ordered just this
weekend) so I cannot send you a picture. Perhaps in a
few weeks I'll be able to send one.
Let me be sure to say up front, this note is not for
sale!! I'm open for any suggestions. Thanks.
Dick Freyser
Hello Dick,
Well the most likely possibility in my mind is that we
(I) have misinterpreted the data. However, the data
are the same as the previous several editions and no
number higher than 8.8 mil has been found so I am not
at all sure. I look forward to the opportunity to
examine your note.
As to counterfeit, I suggest that you use the Joe
Boling standard and study the planchettes. First find
any on the note. Then hold it to the light. If they
are printed on, they will more or less disappear just
like the other printed material. If they (and
therefore quite likely the note) are genuine, they
will stand out.
Thanks a bunch for writing. Everyone will be
interested in following this development.
Fred
(PS Will run your letter and my response in the Wed
Gram).
Dear Editor,
In the morning, I am mailing to you three copies of
"The Vintage Years, A generation's heroes recall the
World War II Years" supplement to the Southside
Sentinel & Rappahannock Record, dated February 21,
2002.
My local weekly paper is the Southside Sentinel and I
was pleasantly shocked to find an excellent supplement
to it about our local WWII vets.
Most of them were interviewed and are alive today,
but some have passed away, and one of those is an
uncle of mine. But if you or anyone else at the
MPCFest is interested in corresponding with any of
these guys, I can acquire their addresses for
you/others so you can learn more about the financial
instruments and/or conditions they experienced.
I have four more copies, but I am taking one to
Florida for Joe Boling
and will keep the others for future requests for them.
Please show these to your MPCFest attendees and have
anyone interested in these guys (and gals) to contact
me as soon as possible, and it they want an original
copy for their files, I can send out the remaining
copies on a first come, first serve basis.
Howard
Dear Howard,
Thanks for thinking of me and of the Festers. The
papers arrived in good time and order, but I forgot to
put them out at the Fest, but the message is still
good.
Editor
Dear Editor:
I'm still receiving two grams: 569/1 & 569/2. Me &
myself are very happy to each have our own copy but I
is getting jealous. So, to keep I happy, please send
just one gram to me & it will be shared with myself &
I.
Ken Berger
Dear Editor,
I need some help from our members. My latest Pick is
the 1961-1997 Modern Issue edition. There is a new
propaganda note on the back of Bosnia 50 Convertible
Maraka of 1998. I need some data about this note. Can
someone help out and fill me in? Many thanks.
Herb Friedman
åDear Editor,
Sign me up for the MPC FEST IV
Thanks,
Gary " Who has Fours?" Hicks
Dear Editor,
I personally think it is great that someone is
spreading the gospel about MPC. It sure helps the
collectors.
Cheers!

Hot Contact List
-------------------------------------------------------------
Below is the BNR Press Hot Contact List. This list
serves several functions. Obviously it is an outreach
by the dealers listed for your business. Most of them
buy and sell MPC. Others organize shows or publish
periodicals. They have supported the new Comprehensive
Catalog of Military Payment Certificates with their
advertising. They deserve your support and patronage.
Secondly, this is a draft from the book that
participating dealers should check for correctness.
Finally, dealers who are not on it and want to can
still get their ads in if they act promptly. Respond
to this email or call (419) 732-6683.
We are sorry if the format is a little messed up here
in the Gram, we are not sure of how to fix it!

Very interesting replacement. Series 692 $10 (!!),
serial number E00032007 pos 5. This SN demonstrates
the system very well. Four positions completed =
32,000 notes. This then is from sheet number 7. Note
is overall very fine, but looks extremely fine from
the face. The centerfold that is strong on the back is
not even noticable on the face. Two staple holes that
saved the note from destruction 30 years ago at left.
Yours for $3300, terms possible. Confirm at
