Seelye.  Fred, Ian Marshall, and Leo "Paymaster" May
all have tables.  Don't be strangers, let's put faces

The following is the official Department of Defense
policy on blood chits as posted on a DOD web site.

To provide United States Department of Defense (DoD)
policy clarification and guidance relating to "Blood
Chit" use and compensation.
  Through the blood chit program, the United States
Government promises to compensate anyone who assists
an American service member or other Department of
Defense personnel to survive, evade, resist, or escape
in hostile territory and return to friendly control.
Blood chits, as identified in Joint Publication 3-50.3
Annex E, are a tool used by an evader or escapee after
all other measures of independent evasion and escape
have failed and the evader(s) considers assistance
vital to survival. Upon receiving assistance, the
evader or escapee provides the assistor with the blood
chit number. When the assistor or his representative
presents the blood chit number to American authorities
and the U.S. Government has validated the claim
properly, and upon the service member’s return to
friendly control, the blood chit represents an
obligation of the U.S. Government to compensate the
claimant, or his immediate family if the claimant is
deceased, for services rendered to DoD personnel.
  The U.S. Government policy is to compensate
individuals who assist American service members and
other DoD personnel in hostile areas to return to
friendly control, independent of whether or not the
individual was issued a blood chit. The U.S.
Government may also compensate individuals who risk
their life, livelihood, or freedom to assist DoD
personnel, who do not survive or remain missing, when
reliable sources can validate the claim. Due to the
sensitivity of the issue, DoD must ensure that it
communicates this policy clearly and consistently.
  DoD activities shall brief their personnel on this
policy and ensure that it is followed.

Carl Wolf from the Chicago Coin Club just called to
arrange for a presentation on MPC at the meeting of
the club at the Chicago Paper Money Expo. I gladly
accepted the invitation/challenge. The timing is about
perfect. CPMX is the start of what I now envision as
MPC week culminating in MPCFest III the following
weekend. My vision is to present the new discoveries
in MPC—multiple printings and multiple printing
replacements—but of course, I will be happy to listen
to the ideas that you might have on this.
 The meeting will be on Saturday at 1pm. I hope to see
you there and you should expect at least a few
surprises!

Dear Gram,
   I am always interested in the predictions from the
MPC guru's regarding the future events in our hobby. I
want to thank Larry for letting us know in advance
that he will be selling his collection this year, as I
need a number of his British Military notes. However,
my confidence in his ability to predict the future has
been slightly shaken. I refer to his no. 7 prediction
in the thurski column regarding our editor turning
over a new leaf and organizing his office. I too am
waiting for a note that I bought over a year ago to
surface. Of all predictions mentioned to date, I
believe this to be quite a stretch. One prediction has
come true, Marv predicted a listing in the wanted
column of the gram and I have sent one in. 
  In regards to David's note about putting faces to
email names at FUN. BEWARE. I have seen all of their
faces at FUN before. As they are shaking your hand,
they are trying to determine how they can remove all
of your money from your wallet before you leave their
table. In my case, this has not been much of a
challenge, as I seem to need everything they have.
Maybe we can organize a mini pre-FEST III at FUN?
Finally I have one prediction, I predict the SPECIAL
NOTICE in the Gram stating the mad push to complete
the fourth edition of our bible before Christmas is
indeed Christmas 2001 and not Christmas 2002.

  There is a reward leaflet for Osama that shows piles
of U.S. $20 bills. There are several that offer
rewards, and at least one banknote known to have been
overprinted with reward data.
  The one think we do not have this time is mock
Afghan currency with
propaganda on the back. At least, nobody has seen one
yet.
