MACV currency control cards

With the unusual lull of offerings on eBay of late, I have been looking for alternative things to purchase, and other subjects to occupy my search time. One subject I continuously hit hard, more so of late, is MACV (Military Assistance Command - Vietnam) Cards, also known as MACV Form 5. These are plastic cards and the same size as credit cards and they were manufactured by Addressograph. 

Up until about a year ago, the only one I knew of was in Fred's collection, which he brought home with him from his tour of duty. His is issued for: USA (meaning United States Army). Approximately a year ago, I came across a MACV card on eBay, which I was successful in winning. Upon studying the picture provided on eBay, I discovered that this particular card was issued for USAF (United States Air Force). I immediately called Fred, and shared the news. He was as excited as I was, well maybe I was a bit more, as he had the only known card in our MPC circle up to that time, after all these years. 

He proceeded to tell me, that some years ago, another military numismatist, Alan Menke, had proclaimed that he had one [a great story, I will tell it in the next few days—Ed]. Other than his, Fred said these were the only two he knew of that made it out of Vietnam. The reason for there rarity, is stated on the back of the card. Here is the complete text:

U.S. Military Assistance Command, Vietnam 
Currency Control Plate 
This card is not evidence of entitlement to any privilege, but must be presented to complete MACV form 385 for conversion to U.S. Dollars, Cash Deposits, and purchase of Money Orders, Treasury Checks, Military Payment Orders, Banking Paper and Controlled Exchange Items. 

This card is the property of the US Government and may be used only by the individual identified on the reverse side. 

This card is not valid after the expiration date shown on the reverse side and should be destroyed after the holder's final departure from Vietnam. If the holder extends his tour beyond expiration date shown he must request a replacement card.

Keeping this in mind, and from what I've been led to believe, these cards were turned in prior to a soldiers' departure from Vietnam. This explains why so few made it out. After discussing the subject at length with Fred, we wondered if there were cards from the other services. We had at that time confirmed US Army and US Air Force. Did the Navy, Marine Corps, or even Coast Guard issue cards? This question has gone unanswered until now. I have been posting want ads here and there and everywhere offering a "reward" for anyone with information or even a card to contact me. 

About 3 months ago, a person who saw my want ad did in fact send me an e-mail stating he was a Vietnam veteran, and still had his MACV card in his possession, and asked was I interested in purchasing it? I immediately replied with an enthusiastic YES! Only, I never heard back from him. I sent another email about a week later, but to no avail. 

I continued to post my want ads. Persistence finally paid off. The same person contacted me again, and even asked if I was the same person looking for these cards as a few months ago. He stated that he sent a scan, (I never received any, I certainly would have remembered!) but he never received a reply from me. (Modern technology. Ain't it grand?!?) I sent back a reply again stating I was interested. 

Two days went by. No contact... Now I'm getting frustrated. Finally, an e-mail. He said he again sent a scan (I still didn't get one). He said that since we were having so much trouble, maybe he shouldn't part with it. I immediately sent a reply from two different computers and through two different ISP's (internet service providers) just to make sure he would get one.

He got them, and them said he didn't know what they were worth and maybe he should put them up for auction. I persuaded him not to, and made him an offer (which he couldn't refuse!) of which he accepted. He even threw in a MACV Ration Card! Now remember, during all this, I still haven't seen the card itself. He tries one more time to send a scan... Finally a scan did come through. It was indeed a MACV card, but when I looked at the issuer, it was embossed 1st Mar Div. It took a second or two to sink in... FIRST MARINE DIVISION!!!! This card was the Marine Corps issue! What was a question mark for a year, now turned into a big fat exclamation point! 

I e-mailed the seller, and confirmed he was indeed a member of First Marine Division. I immediately sent out a Priority Mail envelope, containing another self-addressed with signature confirmation prepaid Priority Mail envelope. I wasn't taking any chances! It will be with at Fest III, right next to its US Air Force cousin in my album. 

Now the remaining questions for MACV cards are: 

1) was the First Marine Division the only USMC issuer of MACV cards, that being the reason why it is marked specifically 1st Mar Div, instead of USMC? 

2) If not, then did other divisions of Marine Corps, issue cards? 

3) Army and Air Force cards are marked as such (USA and USAF), and with that being so generalized... Did they possibly issue division specific cards like the 1st Mar Div card?

4) Did the Navy issue a card? (I personally believe so) 

5) And although I highly doubt it, did the Coast Guard or Merchant Marines issue a card? 

Oh, how I would can't wait and love to find out! Hope to see you at Fest III !

This issue was prepared last Thursday for publication on Friday. I even prepared a diskette version to carry with me so that it could be mailed on Friday after which I would prepare Saturday and Sunday versions while on the road. As you have figured by now, I did not get ANY of that done so we went Gramless for another three days. Bad boy, Fred! We have received some very good responses on the security issues. They will appear starting tomorrow.

The matter of security for the Fest has been of concern since the very first phone call when Harold Kroll and I cooked up the idea. First let me say, the first rule of security for collectors is "Do not leave your material unattended." As much as it hurts to say it, the recent thefts, the theft of Leo May’s material and many other examples were caused largely because this basic rule was violated.

Have you ever wondered why the pages of the numismatic papers are filled with listing for one-day shows? The answer is security, the cost of security to be more specific. Shows pay for their expenses by charging fairly substantial fees for the table space than they rent.

The Fest is different. Basically, it is a free event. The registration fee includes meals, lodging, use of facilities, and lots of "extras." True, a few dealers paid a small premium to be able to sell their wares at the Fest, but these fees just helped keep the registration fee reasonable. Security was also part of the reason for selecting the format that we have for the Fest. Without a "serious bourse," less material will be brought and displayed and what is brought/displayed will be shown for a shorter period of time.

At this time it just is not feasible to have security personnel for the Fest. Except of course for the secret measures that may or may not be in place. Of course this is not to say that we cannot and should not take more security measures at the Fest.

Not only at the Fest, but at all events: Do not leave your material unattended.

Wow, I was quite excited to receive your letter and photocopy. Finding such a note would be a major discovery. It would require a whole new round of research and analysis. I do not know if it is good news or bad news, but your note is NOT from the skipped range. It is from the expected range of numbers. The numbers skipped were from 2680001 through 2688000. I guess the chart in the book is not clear enough. Sorry about that. Thanks for writing and for giving my day a jolt of adrenaline

<P>Three airports are reasonably available for the Fest. In order of proximity they are:</P>

<P>Cleveland</P>
<P>Detroit (Metro)</P>
<P>All three are reasonable. If you can arrive early enough AND coordinate it well ahead, every attempt will be made to pick you up at the airport to save on rental cars. Festers are encouraged to coordinate among themselves for rides. We will also run notices in the Gram and, finally, we will try to coordinate for Festers to run pickups from Fest central.</P>
