A Nice Auction Item

For the last two Thurski's, I've been asking for inputs for the FEST auction but to date I've only received the one from Dave Seelye (in fact he sent two packages) and an email from Marv Mericle. Marv gave me the information on the lots he had which were a scholarship donation from Angus Bruce and will turn them over to me at CPMX. That was fine in that I can write them up and make the final adjustments in that week between CPMX and FEST. David is really to be commended in that he sent two packages stuffed full of notes with instructions that " all proceeds are to go to the Scholarship Fund. That's overly generous David and we all thank you. Now don't get the idea that we are only auctioning things where the proceeds go to the scholarship fund. That's not true. The auction originated to sell quality items to the collectors who have a mutual interest gathered at the FEST who would most appreciate them. So I make one more plea for you to let me know if you have items that you want to put up for auction at the FEST, email me with an item description including grade and minimum acceptable bid and I'll take it from there. "'Nuff sed." 

Now that I've made my plea, let me tell you about one of the many items that Dave Seelye donated for auction at the FEST with the proceeds going to the scholarship fund. This is a real beaut and believe me it would be a great addition to any MPC collection. I'm really torn about writing about this item in that if I'd keep quite about it, and hide it behind some other lots maybe nobody would notice and then I could own it with a low bid. But this is too good of an item to keep quite about. I even called Dave to confirm that he was donating this to the scholarship fund. Without hesitation he answered "Of course." 

The lot consists of a letter and three MPC notes. The letter is written on the stationary of "The First National Bank of St. Mary's" in Leonardtown, Md. and addressed to the "National Central Bank of Baltimore and dated 9 January 1958. It reads-- 

Gentlemen: 

Receipt is acknowledged of your collection letter NO. A 81002, dated 30 December 1957, addressed to the U.S. Treasury Department, Washington, D.C., forwarding for payment the enclosed Military Payment Certificates, Series 521, in the amount of $30.00. Your letter has been referred to this office for consideration and reply. 

The possession, use, and exchange of Military Payment Certificates are restricted to authorized personnel as stated on the certificates. Authorized holders of Military Payment Certificates are required to exchange their Military Payment Certificate holdings prior to departure from the overseas MPC area in which they were acquired. However, this office under certain conditions, is authorized to approve claims for exchange of these certificates. 

In view of the foregoing, it is suggested that the certificates be returned to the individual from whom they were received . That individual should then forward the certificates to this office by letter, making reference to the above file, stating the source of the certificates, the reason they were not exchanged prior to departure from the oversea MPC area, and his date of departure from the oversea area. 

It is signed by a "B. H. Burch" who was titled " Asst., Field Service Division" and there was an enclosure of "MPC ($30.00)" 

First of all, I had never heard of St. Mary's or Leonardtown, so I grabbed my trusty atlas and found Leonardtown about fifty miles almost straight south of Washington D.C. and noted a current population of 1475. St. Mary's was another fifteen miles down the road. Both of them are on the point of land where the Potomac River and Chesapeake Bay join each other. The $30.00 in MPC that you read about in the letter are indeed three Series 521 $10 bills. The notes are nice clean notes that easily grade Fine or a little better. There are a number of staple holes in the upper left hand corner which can be lined up when the bills are held together and indicate that they where at one time stapled in mass to some correspondence. These notes all look good enough to be included in most collections. 

My interpretation of the letter is that someone tried to pay a debt or a bill to the Bank in Baltimore with the three MPC $10.00 bills. That bank probably tried to do their customer a service by submitting the notes to the Treasury for redemption. The Treasury in turn forwarded the letter to this bank. This letter is the response from this little bank to the bank in Baltimore which originated the request. 

I personally did not know that there was a procedure in place to redeem MPC stateside as indicated in the last sentence of the second paragraph. I thought that if you didn't redeem them in the theatre of use, you were out of luck. The amazing part to me is that a bank in such a small town would be the focal point for such a procedure. 

It appears that who ever had these three notes could not or did not comply with the instructions in the third paragraph, as the notes remained with the above letter. 

I think you will agree that this letter with the notes is a great piece of MPC lore. The only thing better would be if the letter had listed the three notes by serial number, but the staple holes prove that the three traveled together. We will have this jewel on exhibit at CPMX and at FEST before it is auctioned.

I am not sure if this is of interest to anyone but I thought I'd let you know anyway. I finished my last volume on Surinam currency (published next week but already sold out) so I have started research for my BMA and AMLira book to be out sometime soon - don't hold your breath.

Why I am writing though: I came across some details on the French Equatorial African notes ref WWII Bible page 124. These were printed by the Bank of England printing works in April 1941 in the following quantities: Frs 5 32,000,000 notes Frs 25 4,200,000 notes Frs 100 1,300,000 notes Frs 1,000 85,000 notes More details such as specs, cost of printing are available if interesting.

<P>All three are reasonable. If you can arrive early enough AND coordinate it well ahead, every attempt will be made to pick you up at the airport to save on rental cars. Festers are encouraged to coordinate among themselves for rides. We will also run notices in the Gram and, finally, we will try to coordinate for Festers to run pickups from Fest central.</P>
