More on Fest Security

  Once again Phil has come up with an excellent item for discussion.  Let me start by stating that I do not support the idea of having a full-time armed guard on duty.  Fred has always told me that the most secure location for your collection is on the bourse floor.  The closest thing that we have to a bourse is the meeting room.   Lots of eyes all of the time. The other factor to take into consideration is that this is a private event. It is not open to the general public.  Granted, there are some new names on the list but I am sure we will walk away with the same comfort level that we have established with everyone else.  As it relates to the Fest, I believe that our collections are mostvulnerable to theft when we are traveling to and from the event, when we are transferring our baggage from our vehicles to and from our rooms and when we all be out dining in the evenings.  I have little or no concern about the room security. We typically transfer our collections from our rooms in the morning to the meeting room during the day.  This gets everything out of the room while room while staff is cleaning.  My collection typically does not go back to my room until it is time for bed (I have yet to go to bed before 3am at Fest).  Employing a guard would not only introduce a totally unknown person to the situation but would attract undue attention to the room, the event our ourselves.  We should probably concentrate on addressing the vulnerabilities that I have listed above.  It might be a good idea to employ a guard for a small time slot when we are out dining as a group.  I think that bigger issue is to address how to travel with our collections, take steps to insure our security when transferring our baggage and how to not attract undue attention from other hotel guests.  Security is a huge issue, but I do not believe that a hired guard is necessarily the answer(cost of the guard is not an issue for me).  To take this a step further, perhaps we should have a session at Fest On security.  Topics could include:*	Security at Home*	Security at the Show*	Security on the Road*	Air travel*	Travel Abroad (including clearing customs)*	Documenting your collection*	Protection of collection from Physical Damage while in Transit*	Shipping banknotes		Feel Free to add to the list	We will have some excellent resources in attendance.

Editorial

The first two letters below are about the 1/6 mark paper tokens that Joe Boling (called Larry Smulczenski at the time) wrote about in the Gram. This seems to be a continuing saga. You probably should read those letters before continuing here. 

I have known about these pieces for a long time, but have not been too interested in them. I sort of dismissed them as elaborate versions of local chits. Also, I probably thought that they were not so significant because I did not have any! Now that I have a pair, I like them more! However, the real thing that changed my mind was the letter from Tom Warburton, below.

As Tom says in his letter, he included a scan of the letter that he had received from TOC H with his letter to me. Well eventually I was able to down load the letter and have a look.

The writer quotes (and shows) a reference to the notes in a June 1945 publication where it is stated that the notes were in use on April 14, 1945. Wow, really early.

Tom will probably be amazed to know what I thought was the most significant part. The legend at the center of the notes "TOC H RESTAURANT" was mostly meaningless to me. I thought that TOC was for "tactical operations center," or some such thing. Quick, you North Americans, before you read farther, do you know what TOC H is?

The letter that Tom received had the website for TOC H: www.toch.org.uk. When I went there, I found that TOC H is an important charity in England. It was founded during WWI. I could not find anything about what it did during WWII, but this information in itself elevated the importance of these notes in my mind.

Back to the 1945 article. It appeared in the internal journal of TOC H. It points out that 1/6 mark was 1 pence. Furthermore, it explains that the club had been open for a week and was operated by three English women who had traveled to Germany for that purpose.

Finally, the writer of the letter forwarded Tom’s request to some fellows who had been there so there is some hope of finding more information. Even if we do not, we have far more info than before!

I recently received an email from a friend with a joke in it. I usually do not keep them longer than it takes to read them, but this one made remember my active duty days. Some of you were probably involved in naming an operation, program or some other piece of work, and sometimes when abbreviated, they gave us a laugh. The following is something that will likely make you laugh too; Almost 150 years ago, President Lincoln found it necessary to hire a private investigator, Mr. Alan Pinkerton. He was actually the beginning of the Secret Service. Since that time federal police authority has grown to a large number of agencies - FBI, CIA, INS, IRS, DEA, BATF, SS, ATF, etc. Now Congress is considering a proposal for another agency: the "Federal Air Transportation Airport Security Service." Can't you see it now, the new service in their black outfits with their initials in large white letters across their backs? FATASS I hope you enjoyed the above because it had me laughing everytime I thought about it this evening

Some of you were probably involved in naming an operation, program or some other piece of work, and sometimes when abbreviated, they gave us a laugh. The following is something that will likely make you laugh too; Almost 150 years ago, President Lincoln found it necessary to hire a private investigator, Mr. Alan Pinkerton. He was actually the beginning of the Secret Service. Since that time federal police authority has grown to a large number of agencies - FBI, CIA, INS, IRS, DEA, BATF, SS, ATF, etc. Now Congress is considering a proposal for another agency: the "Federal Air Transportation Airport Security Service." Can't you see it now, the new service in their black outfits with their initials in large white letters across their backs? FATASS I hope you enjoyed the above because it had me laughing everytime I thought about it this evening </P>

T-shirt commemorating FEST III.  I have seen nothing more.  I don't have any grand ideas for the design.  I can only suggest using the 2000 or 2001 design updated to 2002.

But, I would be most disappointed if the idea dies (I lust for
