C-Day Adventures

The following is some memories of a friend who I asked to pass along for us MPC'ers. If Fred doesn't mess it up, it should be fun reading. Enjoy.

In Korea in 1960 as a young soldier I was in a C-day. I probably had two bucks in my pocket. The KATUSA (Korean Augmentation to the United States Army) who worked with us were not supposed to have MPC and some were black marketers. But we changed theirs for them anyway. The compound was closed and those who had a stash at home lost out. Of course that is the whole reason for C-day. The mama-sans from the village were throwing MPC over the fence with their business card promising a real good time for anyone who would change the money and bring it back. The guards on duty before we turned in our money made out like bandits. Later on in the day the perimeter was lined with MPC blowing in the wind.

In Vietnam in 1970 I was a sergeant first class in charge of a communications site on a hill outside of the defensive perimeter of Cam Ranh Bay. I was supposed to have a Lieutenant or Captain but at this time did not. I had about 35-40 men and two other outfits had about 20 more, also 8 civilians. Everything that happened on this site was my baby. Among five or six more hats I wore was Currency Conversion Officer. In my safe was an envelope marked Confidential NOFORN ( no foreign nationals), I forget how it was marked but it was C-day instructions. Also in the safe was the widows and orphans fund, money I had confiscated from the housegirls and troops I had caught dealing dope. Partly piasters and partly MPC. Anyway one morning early I was woken up by the night shift supervisor and told to call battalion. I did and the Sergeant Major told me today was C-day. The instructions said to lock up the compound (it was of course). Theoretically everybody in Vietnam was restricted to their base or wherever they were caught in travel. All PX's, NCO and Officer's clubs were closed planes were grounded etc. Nobody was to go in or out, except me. To collect everybody's money, make an inventory, and note the name of anyone who had $100 or more. This was just before payday ( this does not agree with 10-7-70) and everybody was pretty broke, that was the idea of the date, least cash in circulation. The gamblers and savers had to make deals with buddies to stay off the $100 list (they would be questioned by the CID), and I had to do the same with the W&O fund. I had several who were saving up money for an R&R trip, the CO cleared them somehow. I collected about 3-4000 dollars. The civilians had the most individual money. We had no mess hall, we drove ten miles in an armed convoy three times a day. Anyway I drove to battalion with just a little hassle at the gate and turned in the money to the regular pay officer. It was all counted three times. We would be responsible for any shortages. Then he went to the finance office with a hundred other pay officers. Later he returned and gave me bill for bill, if I had 126 5 cent bills, that's what I got back. Count three times. Went back to the site just before dark, thank God, and gave everybody their money back, came out even. They had been living on candy bars and c-rations. Ninety-nine percent of this was done by the regular pay officer, this was in the days of cash paydays. There were just a few oddballs like me that were remote for one reason or another. As far as I remember the whole country was done in one day. This was a preplanned military operation. There were procedures for people in hospital, travel etc. who might have money somewhere else, essentially writing an explanation and being quizzed by the CID.

I feel a little presumptuous because I have never been to a FEST, but I have a suggestion. Have you considered having a "business meeting"? I use the term advisedly. A meeting where the attendees discuss the state of MPC collecting, where it is going, what we want to see happen, the state of the Gram, new activities, the future in general. Nothing high pressure, just a gathering of ideas. Is appropriate? Does it fit the tone of the FEST? Is it necessary or worthwhile? Your call, I am just brainstorming.

Festers are encouraged to coordinate among themselves for rides. We will also run notices in the Gram and, finally, we will try to coordinate for Festers to run pickups from Fest central.

<P>Three airports are reasonably available for the Fest. In order of proximity they are:</P>

<P>All three are reasonable. If you can arrive early enough AND coordinate it well ahead, every attempt will be made to pick you up at the airport to save on rental cars. Festers are encouraged to coordinate among themselves for rides. We will also run notices in the Gram and, finally, we will try to coordinate for Festers to run pickups from Fest central.</P>
