We Can Learn from this

A couple days before I left for the FUN show, I was surfing through some of my favorite search areas on eBay without finding anything of interest. I was about to call it quits, but decided to just scan the first couple of pages of the general listing of World Bank Notes. On about the third or fourth page, I saw a listing for "The Govt of Ceylon 1942 UNC Specimen Banknote."

I scrolled down to the picture and there was the emergency 25c note issued by the government when small change became scarce during WWII. Now there was something of interest. I knew I had the issued note, and I even remembered that I had bought it from Leo May, but this was a Specimen. I grabbed my well used copy of World War II Remembered and reread the paragraph preceding the listing of these notes. I confirmed that this was an emergency issue and that it was a local printing, The emergency notes circulated for a short period of time until the contracted for notes arrived.

Since the emergency notes were dated 1 January 1942 and the contracted notes dated 1 February 1942 that could have been a very short period of time. Additionally, You don't usually find a specimen of a locally printed note. Countries are interested in taking care of the emergency rather than worrying about the documentation that goes along with a monetary issue in less hectic times. The scan of the note showed what looked like a rubber stamping of six zero's and the word SPECIMEN in the lower left corner were the serial number normally appeared right above the date January 1, 1942. I really wanted this little gem for my collection. But it wasn't going to be easy because the end date for the auction was on the Saturday of the FUN show. I figured I would throw in a cursory bid and then hope that Fred or someone would have a computer at the show that we could use to place a bid later in the week. I entered a $25 bid and found that someone already was at $26. I guess I expected that. If it was a good note, you weren't going to be able to steal it. I was willing to go higher, but decided to let it stand and make a pitch for it later in the week. 

When we got to the show, I went to Fred's table--BNR Press. Right next to us was Remy Bourne as has become the custom at this show. We have enjoyed this arrangement through the years. I looked to the other side and couldn't believe my eyes! Who was setting up right next to us but eBay. I couldn't believe my luck. They had two portable computers on display and they allowed customers to come by and use them to make bids or check eBay auctions. I discussed the note with Fred and he confirmed that it was a great note.

We decided that we had to some get to one of the computers so that I could place a bid near the end of the auction. Of course over the four days we became good friends with the girls working the eBay booth. The bid had risen to $51.00 and I was beginning to feel real good about my chances. I had decided to put in a bid of $150. Fred said "Don't lose it because your trying to save a buck". So we decided that I would bump that up to $250. The girls let me on one of the computers at about 10 minutes left in the auction. The bid had only gone up to $52.00. So with just over a minute left, I entered my bid of $250, thinking that the bidder that was leading had to have a reserve in there that would take my bid over $100. To my surprise, the computer showed that I was the leading bidder at $56.75. He only had a $3.75 pad in his bid. Those remaining seconds seemed to be an eternity, and I fully expected someone to throw in a last second bid. But to my surprise, no one did and I was elated when the screen flashed "auction has ended." Fred's only comment was--"You stole it." 

I couldn't wait to get the note and it finally arrived last week. I ripped open the envelope as I walked out of the post office and there it was, a nice crisp uncirculated note just as advertised. The word SPECIMEN and the 000000 looked just as they appeared on the scan, as if they were applied to an unnumbered note. BUT, something bothered me about the note. The paper just felt a bit too smooth or something. I couldn't exactly put my finger on it.

When I got home, I pulled my issued note out of the box and compared the two. Yep, the paper of the issued note was much rougher than the smooth, shiny specimen. I remembered that World War II Remembered said that the paper should have part of a watermark that says CEYLON/ GOVERNMENT in two curved lines with a smaller text between these two lines saying "Restricted." No doubt about it, it was on my issued note clear as a bell, but the specimen was unwatermarked. I began to worry. I took out my fluorescent light and checked the two notes. The specimen glowed under the light while my issued note just laid there. Bad news.

I wanted to make one more check. I got my 30 power magnifier from Radio Shack and took a look at the specimen. What did I see? DOTS. Colored DOTS. Lots and lots of DOTS. The same thing you would get if you looked at the comic pages thru this magnifying instrument. The issued note showed solid lines. My specimen was a fake, a real phony. Someone had made it on a computer and printed it on a dot matrix printer. I emailed the seller, and he apologized profusely. He agreed to refund my money. I asked where he got it and he said from an Australian dealer. I had never heard of that particular dealer. I just hope this seller does refund my money. 

So that is my little tale. From elation to despair. The one thing that I would like to impress on readers is the usefulness of this little magnifying instrument from Radio Shack. I have seen at least two other notes that were being sold as genuine when in fact they were printed on a computer printer. The $10 magnifier from Radio Shack can pay for itself many times over if it keeps you from buying just one fake. And there are a number of them showing up in the market these days. Think about it.

We can learn lots from Larry’s tale above. Obviously, there is the possibility of making a bad purchase and having a loss. Larry handled everything correctly.

By the way, what is the return privilege on a fake? We would love to have an attorney comment on this, but here is my take on it. Where a fake/counterfeit/alteration is involved there is no time limit on a return. Of course this is in the case of no dispute on the identity of the item. There is also the matter of jurisdiction. In Larry’s case, it was international in nature. Even in the United States there is the possibility of multiple states, but in those cases there is often also the possibility of federal postal regulations and laws.

I recently had my first personal involvement in an alteration case. I will tell that story one day soon, but I want to make another point today.

In this case, Larry obtained the note and we determined that it was a fake. It was not even a good fake. Possibly good enough to fool a new collector, but still not a great fake.

What would have happened if the buyer were not active enough in our specialty to report the note? Well, Larry (and I) would have made an annotation in our work copies of Remembered and we would have almost certainly listed the fake in the next book. The listing then would have facilitated selling more of the fakes or at least the original one as it "recirculated."
