From: "MPCgram" To: Subject: MPCGram 672 Date: Monday, July 15, 2002 9:28 PM ============================================== MPC GRAM ============================================== MPC Legal and Organizational Responsibilities Third Report By Warner Talso Recall that Fred, The Delegator, assigned me the task of researching the legal and organizational history of MPC. The first report was published in the MPC Gram 404. The second report was Number 563 At the Summer Session we discussed, briefly, the legal basis for MPC.  It caused me to read AR 37-103 (1970) in some detail.  This AR is reproduced in Schwan, 4th Ed, page 310.  I read the AR and considered how to implement and enforce its provisions.  There has to be a disbursing system that extends from the manufacturer to the serviceman in the field.  This includes paying people by hand (a system the Services cannot do now).  The system has to include safes, guards, and other security measures.  There has to be CID agents trained in detecting counterfeiting and other illegal actions.  MPC is confiscated as evidence.  The JAG has to be involved in legal decision-making regarding next-of-kin, legal and illegal transactions, MPC found in the possession of deceased personnel, abandoned or unclaimed MPC, etc.  A banking system with checks payable in MPC has to be set up and operated.  Medical evacuees have to be considered and supported.  Rules of authorization and use have to be enforced.  A whole infrastructure of support has to be set up and maintained. As I envision it, the Army ran a "Treasury Department" with all the bells and whistles that would entail.  Not a trivial operation.  This required significant resources.  In today's budget-conscious world this would make MPC unattractive.  The need would have to be great to out-weight the cost of setting up and running such an operation. ============================================== Editorial ============================================== You will probably recall that I passed the site of the Atlanta (Nebraska) WWII POW camp on my way to the ANA summer seminar. There is now a museum there featuring material on the POW camp, but the museum was not open at the time. From the moment that I could not visit on the way to Colorado Springs, I thought about returning to the museum. It was worth the wait, but I nearly messed it up! Instead of departing from Colorado Springs on Wednesday evening, I decided to save a night's lodging by staying in the Springs. Well, as you could anticipate (and I should have), I was later departing than anticipated, AND Atlanta is much farther from Colorado Springs than I had remembered! Once I got going and estimated the time/distance, I realized that I was in jeopardy of missing the open hours for the second time, but I did make it--by an hour. The museum is GREAT and a large section of it has to do with the Atlanta POW camp. The camp was much like all of the other camps in the US. Possibly the biggest difference came fifty years later. In 1993, a large celebration was held to recognize the golden anniversary of the camp. Many former prisoners, guards and others associated with the came returned to Atlanta for the celebration. This reunion resulted in a camp art show and many other activities. All of these are commemorated in the display. Camp money is shown in two cases. I was excited because I did not know that Atlanta chits were known. When I was driving past the camp, I was misinformed by a well-meaning collector who could not read the book. Nonetheless, it was interesting to see the chits in the museum. Of course I took some photographs of the chits and want to compare them with whatever else is known for the camp. Another chit is displayed that I am sure was not previously known. It is a chit good for a bus ride to the camp. I sure would be interested to hear from readers who have Atlanta (NE) POW chits in their collections. I also expect to talk more about this camp in future editions. Fred ============================================== MAIL CALL =============================================== Dear Editor, Regarding the recent discussion about the use of MPC in Korea by foreign troops. While in the Army, I was assigned to the 4th Squadron, 7th Cavalry which is now the division cavalry squadron for the Second Infantry Division and is located at Camps Garry Owen and Stanton in Korea. The official history of the Squadron indicates that during the Korean War, the 4th Squadron, 7th Cavalry was the designation given to a Greek cavalry unit that was in Korea in support of the UN forces. I have seen other examples from the Korean War in which foreign units were given designations as elements of US commands. I assume this was done for administrative purposes as well as command and control. Unfortunately, I can shed no light as to whether any of these units used MPC.
