From: "MPCgram" To: ; ; Subject: MPCGram 701 Date: Wednesday, August 14, 2002 8:48 AM ============================================== MPC GRAM ============================================== Covering the entire World of Military Numismatics Series 003 - Number 701- Wednesday 14 Aug 2002 Series 701 – The FINAL Series By Marcus Turner You guessed it! Series 701 was printed in 1970 and was the last series of MPC to ever be printed. Upon completion (with the exception of the ill-fated fractional pieces) the series was sent to Saigon in June of 1971 where it sat for the remainder of the war. The series was returned to the United States where they found a home at Fort Benjamin Harrison (along with series 691). There they sat again. After being declared “unserviceable” a second printing was prepared in 1984. This second printing was printed on slightly different paper containing fewer planchettes and white UV security over the entire serial number. This was a radical change from the orange UV security contained in the design of the first printing. Ironically the second printing was also deemed “unserviceable”. We know that much of the series was destroyed in the late 1990s. The face of the $1 note bears the portrait of author Washington Irving. While US postage stamps have been prepared throughout the years with his likeness, none have been identical to the vignette of a younger Irving appearing in series 701. The $5 note bears the portrait of Thomas Edison. This vignette has been seen on a 3 cent US postage stamp. Sorry folks, I don’t know enough about stamps to identify it clearly. The left side of the note contains the vignette “Franklin and Electricity” which appears on the first and second charter $10 national banknotes. The $10 note bears the image of George Washington. Take a close look! This is not the same vignette we are all used to seeing on our modern $1 notes. This Washington is less round in the face and wearing a coat with a higher collar. The $20 note bears the portrait of inventor Robert Fulton. Today Robert Fulton’s body is buried in Robert Fulton Cemetery along SR 56 just north of Rising Sun, Indiana. Ironically Rising Sun is still famous for it’s river boat (only the one present today is known as the Grand Victoria Casino). The FINAL series you say??? Yep… I recently obtained a copy of a Memorandum for the Deputy Chief Financial Officer, Office of the Under Secretary of Defense (Comptroller). The Memorandum was dated November 6, 1997 (Defense Finance and Accounting Service, Arlington VA). “After exploration of various alternatives and coordination with the Military Services, the Armed Forces Financial Network (AFFN), and the Army and Air Force Exchange Service (AAFES), we have concluded that a reloadable stored value card (SVC) can meet the needs of the Department of Defense (DoD) in a contingency environment. The attached describes the baseline concept of the reloadable SVC as the alternative to MPC. All agencies with whom we coordinated concur.” And so here ends the story of MPC. ============================================== Editorial ============================================== I am sure that Marcus expects some arguments from me over his (great) article. I do not want to disappoint him, but the points are minor. It does look like this is the official end of the MPC system. However, I must say that it is possible that a series was printed after series 701. First of all we have the circumstantial evidence. Since 701 (and 691) were tested for suitability and found to be unsuitable, the logical decision would have been to prepare more MPC. Of course that could have been a third printing of 691/701! More interesting, we know that work was done at the BEP on a series post 701! There is a project box for this series that outside researchers are not allowed to see. Since we know that at least some of the design work was done, I tried to find out through indirect sources if it was printed. Thus far I have failed, but have not given up. Possibly the 1997 memorandum might unlock the box. Finally, and most importantly, the MPC story absolutely does not end on November 6, 1997. MPC will live on in the minds (and albums) of collectors forever! Indeed, we might consider Nov 6, 1997 the START of the MPC collecting era! Fred ============================================== Mail Call ============================================== Dear Gram, Just wanted to say CONGRATULATIONS, 700 grams, a great and wonderful newsletter for the MPC collecting community. The daily gram and the MPC Fest were dreams several years ago, today collectors let it be known when they do not receive one and some even go through withdrawal symptoms, I'm one of them. Fred, keep on dreaming. Special mention must go out to Joe Boling and Larry Smulczenski for their weekly articles, hey guys we look forward to these each and every week, your doing a fantastic job. Thanks to all the contributors to the gram, without the information and stories that you send in the gram would not be what it is today. Please renew my subscription for another 39 years. Harold "MPCKID" Kroll Dear Kid, If we drip into self adulation every 100 issues, we will be doing that every three months or so. That does not sound good for egos or mental health. On the other hand 700 (and 800, 900, and (especially) 1000) are important milestones. The success of the Gram is the result of the people you mention and many others. Phil Goldstein has done great work as editor and innovator. Doug Bell has solved lots of technical matters and continues to get the Gram delivered on time. Howard Daniel and David Klinger are frequent contributors who will be columnists in the future (hint, hint). Mark Watson is working on getting a column going. I think that he is gong to get Warner Talso involved in that. Marcus Turner has been the driving force in the scholarship program. Kid, you have given us lots of letters and created great collectibles (souvenir cards) for the various events. The list goes on and on. Every letter, article, complaint is important. We thank all of you!
