The old story about it being fun to go on a trip but nice to get back home was not necessarily true this time. Tropical Storm Hanna had visited our area while we were away and littered the yard with pine needles, pine cones, and tree limbs. The wife and I spent two days raking and bagging the debris from the yard and had just sat back to relax when we began to feel the effects of Hurricane Isidore. Izzy had crossed the Yucatan and we all thought he would wear himself out heading west over sparsely populated Mexico. Instead, he took a right turn and headed north. For the past two days we have been sitting indoors watching the rain pelt down. Isidore right now is not a powerful storm, but it is very large. It appears to be heading for Louisiana but the entire central Gulf Coast from Texas to Florida is feeling the effects--lots of rain, pounding surf, tornado warnings and power outages. Speaking of storms, I saw lots of powerful tropical storms pass through the Philippines during my last tour of duty in the Air Force at Clark Field. This ties in nicely with a great chit book I recently received from good friend R.A. Medina of San Antonio. The booklet is from the Enlisted Men's Club at Subic Bay Naval Station. Subic Bay, of course was the navy base just across a mountain range and directly west of Clark Field. Subic Bay itself is a body of water about eight miles long and three and a half wide protruding inland out of the South China Sea. It was one of the best deep water ports in this part of the world. Spain had actually begun building a port at Subic Bay in 1885 with the erection of buildings, sea walls, and roads. This work was in its early stages when war broke out between Spain and the U.S. The U.S. Naval Authority selected Subic Bay to be a major repair and supply facility in 1901. By 1907, Subic Bay was operating as a far east center for ship repair operations and replenishments. The facilities were completely destroyed during World War II, but quickly rebuilt after liberation in 1944. The major workload was the decommissioning and laying up of ships for disposal along with the preparation of ships transferred to foreign governments. The advent of the Korean and Viet Nam Wars, tasked Subic with providing upkeep and maintenance of ships and supplies of food, fuel and ammunition to sustain the fleet in the Western Pacific. Subic and adjoining Olongapo City became a premier Rest and Recuperation Center in the Far East. When Iraq invaded Kuwait in January 1991, Subic Bay played a prominent part in the Desert Shield and Desert Storm operations. It became the staging ground for one of the biggest U.S. military operations since the Viet Nam War. However on 15 June 1991, Mount Pinatubo erupted and spewed tons of volcanic ash and sand on Subic and Clark. The eruption was followed by Typhoon "Diding" whose torrential rains saturated the ash and sand, creating dangerous roof loads on buildings and many other major problems. The damage was so severe that 20,000 dependents of Subic Bay and Clark were evacuated from the area and returned to the U.S. Since the Philippine Senate had voted not to renew the leases on these bases, Subic Naval Base and Clark Air Base were closed. On November 24, 1992, the last Navy ship, the helicopter carrier USS Belleau Woods, left Subic, ending 94 years of American military presence in the Philippines. The chit booklet that I mentioned above from the Subic Bay Enlisted Men's Club was printed in the Philippines and is quite novel, although somewhat crude. The back cover shows that it was produced by Del Rosario Press of Olongapo. The booklet is valued at $2.00, but a note on the front cover indicates that the value of the cover itself is 10 cents. I had never seen that approach used before. To cover that 10 cents there is a blank tab equal to two chits on the five cent chit strip. Unfortunately, only a couple five cent chits remain in the book. There is a small hand drawn vignette in the lower left corner of the front cover featuring a native farmer plowing a field behind a carabao (water buffalo). The back cover is similar with a young girl riding on the back of a carabao past a couple of nipa huts and near a body of water. Another item of interest is that the booklet serial number is printed on the cover in the same green ink as the rest of the cover. The same serial number appears on the chits, but is stamped on using a black ink. The chits appear to all be printed with red ink. There is a small vignette of a nipa hut in the lower left corner of the chits. Both Numismatic News and Bank Note Reporter had stories about the military money seminars AND the MPC Gram! Not only was it a pleasure to see these notices, it can not help but be good for the hobby. Now that I think about it, it was the trifecta from Iola. After reading those two nice items, we received a call from Mary R of Krause Pubs. She stated that KP/BNR would like to have a special MPC issue in 2003. You can be sure that I told her that I thought it was a good (great) idea. You will recall that we had an unofficial MPC issue last year. This will be so much better. It is tentative at the moment, but I think that it will happen. We will report more details when we have them.
