From: "MPCgram" To: Subject: MPCGram 758 Date: Thursday, October 24, 2002 8:36 PM ============================================== MPC GRAM ============================================== Covering the entire World of Military Numismatics Series 003 - Number 758 Thursday Oct 24, 2002 Joint Export Import Agency Coupons By Larry “Ski” Smulczenski The October 1977 issue of the Banknote Reporter was devoid of the usual plethora of information on world wide notes except for the monthly Military Vignettes column by Fred Schwan. This article introduced the Joint Export-Import Agency coupons used in Germany after World War II by civilian visitors to the American and British zones of operation. The coupons were necessary because of existing regulations in occupied Germany. The homeland currency of most visitors was prohibited and at the same time, the currency circulating in Germany was either unsuitable or prohibited from foreign use. These visitors exchanged their money for the Travellers' Coupons issued in booklets of varied denominations. The visitor used the coupons for meals and accommodations while in the two occupied zones. The coupons could also be used for goods and services in such places as designated by the Military Governments for Germany (US/UK). The coupons were redeemed upon departure from the zones. This information is found on a flyleaf inside the coupon booklets and can be seen on the link www.papermoneyworld.net/grams/thurski102402.htm The information contained in this article is the forerunner of the paragraphs that appear on page 305 of World War II Remembered. The coupons come in three denominations, 50 pfennings, 1 and 5 mark. The one and five mark coupons are the same size while the 50 coupons are approximately one fourth that size horizontally. In fact four 50 coupons placed side by side are approximately the size of a mark note and that's the way they were printed and mounted in a booklet. The mark coupons are sequentially numbered in a booklet, but all the 50 pfennig coupons on a sheet of four have the same number but have a suffix letter of a thru d to specifically identify them. An example of a full sheet of the four 50 pfenning coupons with the suffix letters can be seen in the link. This sheet of four is quite a rare item not frequently seen and probably should be included WWII Remembered. Notice also that there is a prefix letter on the serial number. This letter, a capital A thru E (those seen) probably designated the value of the booklet that the coupon came from. Other than the E booklet pictured in World War II Remembered, we have not seen any other covers to confirm this supposition. Notice that the linked sheet of four came from the booklet in World War II Remembered and was the last page in the booklet. What were the other coupons in the book? They could have been 10 sheets of four each 50 pfennings as that would equal the booklet value of 20DM. BUT, one 5DM, three 1DM and six sheets of four 50 pfennings or two 5DM, six 1DM and two sheets of four 50 pfennigs will also work. I believe that's all the combinations where 10 coupons or coupon sheets make up 20DM, but I may be wrong. Regardless, we don't have the answer of how many coupons or coupon sheets made up the various sized booklets. Notice that I switched from the generic mark to DM (deutsche mark) when I spoke of the specific coupons. Fred points out in both his article and in WWII Remembered that the term deutsche mark was introduced with the currency reform of June 1948. That tells us that these coupons were issued after June of 1948. The Banknote Reporter article as well as WWII Remember speculated that the coupons could also have been issued in dollar or sterling units since the inception of the Joint Export-Import Agency occurred in January of 1946. A little over a year ago David Seelye uncovered a small group of these coupons. Included were only one and five mark coupons and they all appeared to be from the same booklet but unfortunately they had all been torn from that booklet and the cover was no where to be found. The amazing part of this find was not recognized for a couple of weeks until Harold Kroll saw the coupons and realized that they were denominated in RM not DM. Reichsmarks not Deutsche Marks. That was the missing link to this puzzle. The JEIA issued coupons in both RM and DM denominations and not the speculated dollar and sterling values. Reichsmarks before June of 1948, Deutsche Marks after that date. I see that I got dragged across the coals in Joe's Tuesday Gram for not remembering a short paragraph he wrote in an IBNS Journal article some nine months ago about the subject of last weeks Thurski. I remember reading his article, but if you were to give me a test on what was in each paragraph, I would miserably flunk. My 39-year old brain doesn't retain facts from yesterday, least not months ago. The wife and I still only own the one movie that we watch every Saturday night because we don't remember it from week to week. When I went back and reread the article, Joe was absolutely right. The information was there, I just didn't remember it. Maybe if Joe had put a picture of the block of four Fiji Grand Pacific Hotel paper tokens in his article instead of three pictures of himself, I might have better remembered his comments. Touché! I will say that after figuring it out for myself, I will not forget the data in nine months nor probably for as long as this 39 year old brain continues to function. ============================================== Editorial ============================================== Tuesday’s editorial included a funny (and stupid) typo. Within a few minutes after sending the editorial the box (and phone) jumped with good natured “corrections.” The good news from my point of view is that I get double duty from this editorial. Below is the corrected message. We have had a few nice submissions recently about world affairs and even military matters. In these cases in particular, I happened to agree with the positions taken. However, there was nothing relating to numismatics in the articles. We are a newsletter of military numismatics. Occasionally we include material related to numismatics (without the military), but we will not generally run military stories without a numismatic twist. If copies get out into the numismatic world, which seems likely, view some of thes curious pieces might, just might, entice some of the curious to make serious inquiries and end up becoming neophyte Gramsters. Keep the MPCGram coming, I enjoy it and even learn something occasionally. I'd learn more if my old brain could absorb all that's there.
