From: "MPCgram" To: Subject: MPCGram 761 Date: Sunday, October 27, 2002 11:45 AM ============================================== MPC GRAM ============================================== Covering the entire World of Military Numismatics Series 003 - Number 761 Sunday Oct 27, 2002 More Joint Export-Import Agency Neil Shafer I Enjoyed the Thurski Gram, and thought I would like to add some official data to Larry's excellent coverage of the Joint Export-Import coupons. My information comes from Department of State publication #2783, European Series 23, printed by GPO. Cover Title: Occupation of Germany, Policy and Progress. On title page dates 1945-46 are added. Under No. 5, MERGER OF U.S. AND BRITISH ZONES, there is a joint statement by Secretary of State Byrnes and British Foreign Secretary Ernest Bevin. Parts of it state that the merger will take place Jan. 1, 1947 and that both countries have become equal partners in treating their zones as a single unit. A Memorandum of Agreement issued Dec. 2, 1946 follows the opening statements. No. 1 gives the date as shown above for the inception of this merger. No. 2 refers to the pooling of resources to provide a common standard of living. No. 3 refers to German administrative agencies to be set up to administer the economic unification. It is No. 4, "Agency for foreign trade," that gives us the following data: "Responsibility for foreign trade will rest initially with the Joint Export-Import Agency (U.S.-U.K.) or such other agency as may be established by the two Commanders-in-Chief. This responsibility shall be transferred to the German administrative agency for foreign trade under joint supervision to the maximum extent permitted by the restrictions existing in foreign countries at any given period. (All references in this agreement to the Joint Export-Import Agency shall apply to this agency or to any agency established by the two Commanders-in-Chief to succeed it.)" No. 5 is the basis for economic planning, indicating that by the end of 1949 a self-sustaining economy should be in place. No. 6 refers to the sharing of financial responsibility, outlining some of the concerns about types of items imported-exported. Category A items are those needed for prevention of disease and unrest; Category B items are those required for a general recovery in the area. Sub-paragraph (b): "It is the intention of the two Governments that the full cost of Category A imports shall be defrayed as soon as possible, subject to sub-paragraph (c) below, from the proceeds of exports. Any portion of the cost of Category A imports which is not met by export proceeds will be defrayed by the two Governments in equal shares from appropriated funds." Sub-paragraph (c): " The proceeds of exports from the area shall be collected by the Joint Export-Import Agency and shall be used primarily for the provision of category B imports until there is a surplus of export proceeds over the cost of these imports." Sub-paragraph (d): "In order to provide funds to procure Category B imports:" (i) The Government of the United Kingdom will make available to the Joint Export-Import Agency the sum of $29,300,000 in settlement of the understanding reached in September, 1945, for the pooling of the proceeds of exports from the two zones in proportion to import expenditures, which shall be credited to the United States contribution. (ii) In addition to this sum the accumulated proceeds of exports from the United States Zone (estimated at $14,500,000) will be made available to the Joint Export-Import Agency for the purchase of Category B imports. (iii) The Government of the United Kingdom will provide Category B goods at the request of the Joint Export-Import Agency to a value equal to that of the United States contribution under sub-paragraphs (i) and (ii) above. (iv) The Governments of the United States and the United Kingdom will make available to the Joint Export-Import Agency in like amounts their respective shares of the sum to be used for financing purchases of essential commodities for the German economy under the provisions, and upon ratification by the Government of Sweden, of the accord dated 18th July, 1946, between the Governments of the United States, the United Kingdom and France on the one hand and Sweden on the other." (9) Currency and banking arrangements: "The Bipartite Finance Committee (US-UK) will be authorized to open accounts with approved banks of the countries in which the Joint Export-Import Agency is operating, provided that agreements are negotiated with those countries for credit balances to be transferred on demand into dollars or sterling. The Bipartite Finance Committee will be authorized to accept payment of balances in either dollars or sterling, whichever, in the judgment of the Joint Export-Import Agency, may be better utilized in financing essential imports." Additionally, the Agency had as part of its work the determination of import requirements and payment for same, with such assistance from the two governments as may be required. The entire arrangement was to be reviewed annually. This GPO publication has a great deal of most absorbing background data and statements about the socio-political situation in the immediate postwar arena that was Germany at the time. I really like Gram numbers that sound like MPC series numbers. Whenever I see such a number, I think of MPC. Of course tomorrow will be 762 that could also have been possible. We never had anything like 763, but it still makes me think. In terms of world affairs, it might be better that we did not have a Series 761, but from the collector point of view, I sure wish that we had them!
