From: "MPCgram" To: Subject: MPCGram 764 Date: Wednesday, October 30, 2002 1:25 PM ============================================== MPC GRAM ============================================== Covering the entire World of Military Numismatics Series 003 - Number 764 Wednesday Oct 30, 2002 ANA Museum Gets Major MPC Donation Chris Connell of the American Numismatic Association Money Museum has announced the receipt of a major donation of military payment certificates to the museum’s growing MPC collection. The donation is a type set of Series 691 and 701. Specifically $1, 5, 10 and 20 certificates from both series! These notes were not known in any private collections five years ago. The series had been created in 1969 and 1970 respectively for use in Korea and Vietnam respectively. They were never issued and were in storage. About three years ago some sets entered the collectors’ market. This is a very important addition to the museum collection and should help spur the further development of the collection. Connell stated that the notes had arrived at the museum in a plain envelope without return address or other identifying information. Speculation is that the donation was by the gentleman who originally distributed the sets to collectors, but this cannot be certain. The serial numbers and other data pertaining to these notes have been entered into the MPC data base at papermoneyworld.net. Search for ANA. ============================================== Editorial ============================================== The idea of getting the community at large to participate in the building of an MPC collection for the ANA museum seems to be nearly unanimously supported. After only a few comments in the Gram, donations have started to flow. Indeed, I have been “sitting” on a few donations (letter announcing the donations) pending the following discussion. Yesterday I had telephone conversations with Chris Connell of the ANA museum staff and David Klinger who basically started the whole thing. Dave and I have developed slightly different visions of how we think that we should proceed. Based upon my discussion with with Chris, I believe that either of these plans can be implemented (as well as the most likely compromise of plans). I will describe the plans below. I will not identify which plans Dave and I liked better and will do my best to state them impartially. Hopefully, Dave will have had a chance to see this before it goes into the Gram. Finally, at this point, it seems to me that the most important part is to get a nice dialog going here in the Gram so that we can develop the best program. In both plans, Chris would keep us informed of the contents of the ANA museum collection. Additions would be announced in the Gram, entered in the papermoneyworld data base, and generally made available to all interested parties. The first plan is the traditional approach. Donations of MPC would be sent directly to the ANA museum. The donors would receive the appropriate letter acknowledgment promptly from the museum. The collection would be managed by the staff. Duplicates would be maintained, but potentially could be sold at the YN auction at the summer seminar. Advantages of this program are that it maximizes the professional services of the museum staff while maintaining the highest degree of propeity. At the same time the donors receive the “best” and certainly fastest service. The biggest disadvantage is that duplicates do not contribute directly to the building of the MPC collection. The second plan requires a volunteer MPC collector to manage the development of the collection. This person would receive most material donations (some like the 691/701 donation above) could go directly to the museum. Material deemed appropriate for the collection would be forwarded to the museum and the appropriate documents sent to the donor. The big difference comes for material that is duplicated or is deemed inappropriate for inclusion. Examples of this latter category are common notes in low grade. It is reasonable in those cases to “hold out for better.” The volunteer would acknowledge receipt of the material to the donor by letter describing the system in detail. At that point the donor could still ask that the donation be sent intact to the museum and of course that would be honored. Here is the crux of the matter. The volunteer could (should) then dispose of the duplicates generating some cash to purchase some items needed. The duplicates could be sold at the same YN auction for example, but would be consigned by the “committee” and the value less commission would go toward the betterment of the collection. Or disposal possibilities are the Fest auction and eBay. Both the YN auction and Fest auction often realize more money than the value of the item when a “good cause” is the beneficiary. The donor would receive the appropriate acknowledgement letter from the museum after the process was complete. The advantages of this system are that the benefit of the donations goes entirely to the museum collection and therefore, the collection will probably (but not necessarily) grow faster. The disadvantage is that this system creates another layer of bureaucracy. Heck it may not be easy or even possible to find such a coordinator. On the other hand, even if a coordinator is not necessary or used in the way described, such a “job” should be created from our ranks. This person’s job would be to make sure that the appropriate notices etc are posted, but more importantly, would solicit donations to help fill in the collection. What do YOU think? Anything oversize, such as MPC Checks with stubs, pay receipts, pay books, etc, goes into Ultra Pro 1 pocket pages 8 1/2 x 11 and 8 x 10, and 8 1/2 x 11 two pocket pages. These pages are punched for three ring binders, of which I use Avery-Dennison 3 inch Heavy Duty D-Ring binders with the clear vinyl slipsheet on the covers. This allows you to insert a nice album cover / contents sheet on both front & back cover and spine. Ask anyone who's seen me toting around my neatly labeled / matching bindered collection at the Fest / Strasburg! Not everyone likes 3 ring binders, but they are affordable, and available in any office supply store for easy replacement or addition while on the road. Ultra Pro material is extremely popular with Sports Card collectors and postcard collectors. Everything mentioned above is archival quality, PVC free, and most of affordable. Best Wishes, Philip M.
