By Larry “Ski” Smulczenski This Saturday marks the 61st anniversary of the bombing of Pearl Harbor by the Japanese and the establishment of martial law in the Territory of Hawaii. Many of the residents of Hawaii were, and are, of Asian descent, and the loyalty of these people was called into question. Enemy aliens and Americans of German, Italian, and Japanese ancestry were particularly regulated. These civilians were not allowed to travel without a military pass, buy or sell liquor, assemble in groups, or own firearms, cameras, radio receivers, and numerous other items. Overall, the army had a much greater control over day-to-day events in Hawaii than in any other U.S. territory or state since the Reconstruction. There were many restrictive orders, proclamations and rules which pitted wartime security against the constitutional rights of Hawaii's residents. Some of the civil liberties taken from people of Hawaii after the bombing of Pearl Harbor include substitution of military courts for civil courts, a prohibition against the summoning of grand juries, trial by jury and criminal law administered entirely by the military. Censorship was imposed on mail, as well as inter-island and trans-Pacific telephone calls, radio scripts, and newspapers. Phone conversations not in English were banned as well as Japanese vernacular newspapers and foreign language radio programs. A ban was imposed on film development without a permit. All civilians over the age of six were registered and fingerprinted and required to carry identification cards on their persons at all times. Cash withdrawals from personal and business accounts were limited and in July of 1942 the special overprinted HAWAII currency was issued for exclusive use on the islands. Additionally, a curfew for all residents was initiated, and gasoline was rationed. Within ten days, after the attack on Pearl Harbor, gasoline ration coupons were printed and began to be distributed to the populace of Hawaii. Allocations were for 10 gallons of gasoline per month. The coupons were relatively small, measuring approximately 1 3/4 inches wide by 2 3/4 to 3 inches high. Those observed have been for quantities of one and five gallons. Printed on the coupon was the wording "Gasoline Coupon / Territory of Hawaii / Office of the Military Governor / Fort Shafter, T.H. / Good for / 1 / Gallon / By order of the / Military Governor" The coupon then had the printed signature of Thomas H. Green, followed by his rank and title. The coupons are known with Green's rank as Lt.Colonel thru Brig. General and his title changes from JAG (Judge Advocate General) to that of the Military Governor. Each coupon is serially numbered at the bottom. On most of the ration coupons a letter approximately and inch and a half high is stamped. Various letters from "C" through "O" have been observed. The one coupon in my collection that has Green's rank as Lt. Colonel does not have a letter stamped on it. It is believed that this is one of the first series of coupons issued, because of the rank and title where Green was a member of the JAG Department but listed as the "Executive", meaning that he was charged with enforcing military law. It seems logical to assume that the letters were then applied to invalidate older series of coupons or to activate a new series on a given date if multiple series were issued at the same time. Phil Goldstein owns a series "C" coupon on which Green's rank is promoted to colonel but his title remains as JAGD, Executive. I have a "G" coupon with the same rank and title but by the time series "J" was issued, Green had been promoted to the rank of brig general and appears to have assumed the role of military governor as no mention is made of JAG. General green eventually retired as a major general. We currently have not found out when these different series of coupons were issued or their usage dates. We do know that martial law continued until 24 October 1944 or a little over 34 1/2 months. By assuming that each letter series was used, it is possible that they were each valid for about two months. But of course there could be additional letters out there through "Z" that we haven't seen and also gas rationing could have continued long after martial law was terminated. I am trying to find the dates on which General Green was promoted, this would give us some idea when the coupon with the rank change were issued. There are lots of questions that remain unanswered here, but again it is another interesting, lightly explored subject. The red coupon with serial number 6216 has an "L" on it while the orange 1 gallon (5395) and 5 gallon (43784) have "N's." ============================================== Editorial ============================================== The anniversary of Pearl Harbor is one of those special days every year.
