From: "MPCgram" To: Subject: MPCGram 830 Date: Sunday, January 19, 2003 6:12 PM =========================================== MPC GRAM =========================================== Covering the entire World of Military Numismatics Series 004 - Number 830 Sunday January 19, 2003 Tannu Tuva War Bonds of WWII Fred has been tempting me with this topic for several weeks now and his editorial in Gram #823 has certainly motivated me to move on this topic. World War II numismatics is not particularly known for colorful and artistic vignettes although there are some wonderful exceptions. One grouping of such an exception is the Soviet War Bonds (examples are shown in WWII remembered page 375). These bonds contain some of the most interesting vignettes produced during the war. They feature elaborate battle scenes with soldiers, tanks and airplanes engaged in combat. They are very easy to be drawn to. But what is the deal with this strange Tannu Tuvan bond shown on page 370? It is certainly the same style as the Soviet pieces however the vignette would suggest a battle scene from the 1900s, not WWII. The scene features soldiers mounted on horses with swords drawn, charging into battle. It is a very romantic but archaic scene, even back in the 1940s. Indeed this piece immediately captured my imagination. As my collection of Soviet War Bonds progressed, I found it less expensive and much more fun to import the pieces rather than buying through domestic dealers. Each time I would make a new contact, I would inquire about the Tannu Tuva bond shown in the book. With each inquiry came questions rather than answers. As the collectors and dealers within the former Soviet Republics began to ask what I was talking about, I found it easier to send a scan of the photo in the book. The scan only brought more questions since the text was written in Tuvan, although most eastern collectors thought the language was Mongolian. http://www.papermoneyworld.net/grams/800-899/marcus1.htm Background Information: Tannu Tuva is located in the Tannu Mountains between Siberia and northwestern Mongolia. The specific size and shape of the country has changed much over the years reflecting several political shifts. The above link displays an excerpt of a map from 1943 showing Tannu Tuva (in red) nestled between the U.S.S.R (in orange) and Mongolia (in green). Since the early 1900s Tannu Tuva has experienced several political shifts under influence from Mongolia, China and the U.S.S.R. Between 1941 and 1944 the country was known as the Tuvinian People's Republic although under heavy influence of the U.S.S.R. The influence was so great that on September 8, 1943 the text on the national flag incorporated Cyrillic letters. In 1945 it became a fully integrated protectorate of the U.S.S.R. until the fall of the U.S.S.R. in 1992. In 1994 at the New York International Coin Convention Fred acquired what was the only Tannu Tuva War Bond ever recognized (at the time). His find, out of the inventory of dealer Bill Henderson, is a 1943 100 Aksha (Ruble) Bond. The challenge encountered with this bond is that it is a specimen with no issued pieces to verify use of this new variety. He published the bond in his 1995 edition of World War II Remembered which quickly became the primary cataloging source of Soviet war bonds for numismatists in the former Soviet republics. Of the eastern numismatists that were familiar with the illustration in the book, most were quick to reject the notion that a special war bond had been produced for Tannu Tuva suggesting that the illustration in the book was a photo copy of a proposed design from a state archive. Since no regular issue pieces had been seen in collections, this was an easy (and proper) argument to make. In June of 2002 the pictured piece, a 1943 10 Aksha (Ruble) found its way into my collection at the Memphis show. It remains to date the only regular issue of any denomination or series of Tannu Tuva World War II bond ever identified. This piece proves that the 1943 Tannu Tuva bond was at least prepared for issue. The fact that the note is in VF condition suggests that it had been issued, although more research would be helpful. No additional series or denominations of specimens have been found since Fred’s 1994 discovery. The bond was printed by Gosnak, the Soviet State printer with design and security features consistent with the Soviet World War II Bonds. The Tannu Tuva bonds however are written in the Tuvan language. Statistics I have encountered concerning the language suggest that an estimated 200,000 people in the world speak this language concentrated in Russia, China and Mongolia. Trying to get the bond translated proved just as difficult as acquiring the piece in the first place. From start to end the process took about six months of searching. I obviously started with the contacts I had made within the former Soviet Republics. When I had exhausted those resources I began to look on the internet for individuals or businesses within the Tannu Tuva area. This approach failed to produce even one response. I even attempted to hire a translation service in northern China to translate the front of the bond. They could not do it. Finally I turned to some resources in the US. My first break in the quest for a translation came from Ken Simon. You might remember him mentioned by Larry and myslef in Grams 823 and 824, since we were both able to meet him in person at the FUN show last week. Ken is the founder and president of the Tannu Tuvan Collectors Society. This society primarily focuses on Philatelic items (being the most plentiful collectible from Tuva) although their scope also extends into the very limited area of Tuvan numismatics. He made the rather surprising suggestion that I contact the Indiana University Center for Mongolian Studies. Now, I have a bachelor’s and master’s degree from Indiana University and have never heard of the Center for Mongolian Studies, but sure enough Ken was correct. I found an email address for the center and sent them my plea for assistance. Within a week I received a response. It turns out that they only knew of two people who were capable in translating the piece. On of them was a retired, 75-year-old linguistics professor from Indiana University, John Krueger, who still lives in Bloomington, Indiana. The university had forwarded my message to Dr. Krueger and by that evening I received a phone call from him. He was a very pleasant person to chat with and had some great insight into both the Tuvan language and the Tannu Tuva itself. As it turns out Dr Krueger is the author of the “Tuvan Manual“ and had amassed an entire library on the subject. I placed a copy of the bond in the mail to him (he is somewhat “attachment impaired” just as many of us gramsters are). A couple of days later I received and email from him with a translation. The interesting thing about the Tuvan language is that in terms of sentence structure it is exactly backwards to English, so the translation literally reads backwards. Later that week, Dr. Krueger had forwarded me a second translation that was provided by J. Eric Slone (AKA “The Tuvan Trader”) of Woodbridge, VA. Eric just happened to be the other person referenced by the IU Center for Mongolian Studies. The bond reads as follows: “Tuvan People’s Republic In the year of 1943 Aid for the Front Government Established Obligation Of Local Currency Promissory Note Sum of 10 Rubles” I find it absolutely amazing that the search for a translation that started quite literally on the other side of the globe was finally fulfilled in my own back yard. The back of the bond indicates that denominations of 100, 50, 25 and 10 Aksha (Ruble) were available. In discussing WWII Tannu Tuva with Ken Simon at the FUN show, he revealed that he had heard of Tuvan regiments serving under Russian leadership during WWII. He further referenced an article (Ken might have authored, I cannot remember…) indicating that Tannu Tuva was credited with raising money to buy Soviet aircraft used to fight the Germans. Hopefully, more information from that article will be forthcoming in future Grams. For now we only have the two pieces to work with, although I have not given up the search for more. Tannu Tuva was and is a very poor region, thus very few bonds were likely to have been issued. Further complicating matters, the mail out of the region is reported to be highly unreliable and subject to looting. While I do not suspect that any quantity of these bonds will ever be located and successfully brought to market, examples of other denominations would be a wonderful addition to our knowledge of these items.
