These individuals will receive full tuition, room and board, and travel expenses for the Military Numismatics Seminar conducted by the American Numismatics Association (ANA) on the campus of Colorado College in Colorado Springs, CO during the week of June 28 through July 4, 2003 . The full maximum value of each scholarship is $1000. Scholarship Award recipients are George Fitzgerald of Fort Wayne, IN, Ron Waddell of Forest, VA, Robert Drake of Marina, CA, Cameron Buschell of Colorado Springs, CO, and Dick Freyser of Fort Washington, MD. David Seelye of North Chili, NY was also awarded a partial scholarship to attend the advanced course. It is noteworthy that Cameron Buschell is the first Young Numismatist (YN) to receive a scholarship. The purpose of the Military Numismatics Scholarship fund is to promote, strengthen and grow the military numismatics community by sponsoring individuals to participate in the Military Numismatics Seminar. Specifically targeted are newcomers to the hobby, individuals with an established interest, but new to military numismatics, and advanced military numismatists who are expected to contribute to the content and overall success of the course by doing advanced research. This is the third year Turner has been managing this program. A review committee consisting of Warner Talso, Larry Smulczenski and Joseph Boling selected deserving individuals based upon applications submitted. The fund is supported by military numismatists from around the world who are interested in furthering the hobby. Two military numismatic seminar classes will run concurrently. The basic course will cover the 1930s to the present; with emphasis on World War II, U. S. Military Payment Certificates, and worldwide war-related emissions by all powers (Allied, Axis, and neutral). Also addressed will be overrun areas, puppet government, fighting forces, liberation governments, and post-war occupation. The advanced course is for students who have completed the basic course. This will be a "graduate seminar" style class centered on independent research on a topic to be agreed upon with the instructors. The product of the research is expected to be an article of sufficient quality to be publishable. There will be advanced instruction on reading, understanding, and evaluating notes with no English in them. Students of both classes will participate in special "reenactments" of military pay procedures and receive pay in ?Military Fest Certificates." These reenactments provide insights into these processes and their purposes. They have also proven popular with students. The instructors will be Joseph E. Boling and C. Frederick Schwan, co-authors of "World War II Remembered - History in Your Hands - A Numismatic Study." Boling is a world authority on Far Eastern Military currency. Schwan also authored the seminal work on MPC, "Comprehensive Catalog of Military Payment Certificates." It is interesting and fun, but there is also a down side. In 2000 when Gail Baker invited us to conduct a military money seminar, I was excited about the recognition. When the reality set in, I was afraid that we would not be able to get enough students and we would have the embarrassment of cancellation to offset the joy of the initial recognition. It was not that I did not think that Joe and I could put on a good show so to speak, but that the combination of time and money requirements would limit the number of potential students. That is when I came up with the idea of the scholarship. (Ed Beaman could tell us in what Gram that appeared, but, Ed, there is no need!). At least a scholarship would reduce the financial burden, but I even wondered if anyone would apply IF we were able to raise any money. Marcus Turner was the first to respond to the idea and eagerly accepted the responsibility as coordinator/boss of the project. He has done a great job. Now for the problems. The seminar and of course the scholarship program has been far more successful than I ever could have imagined. The third seminar is coming up. We have come up with a plan for a basic an advance class to accommodate more students, the scholarship program is raising money, and students are finding their way to our doors. All of this success means that some people are being disappointed. Last year and this scholarship applicants did not receive scholarships (I do not know or remember about 2001). It is a long way from worrying about getting ANY applicants to worrying about rejecting qualified applicants, but that is where we are. I am not a part of the selection process (and do not want to be). Most or all of the information that I have about applicants comes from information supplied by them. In 2002 at least one applicant was not accepted who received a scholarship in 2003. Based upon that experience alone, I strongly suggest that any applicant this year who did not receive a scholarship definitely should apply again next year. I also suggest that you apply early as I hope to push some changes in the system to get earlier awards. It is a long sheet of paper with mimeographed information about each day?s tour to sites/locations not far from Tokyo. The April 1 date is a ?Silk Mill Tour? and there are another two long sheets of mimeographed paper with a colored in Red Cross describing it. And I have the Katakura & Company Limited 32-pages booklet handed out to each person on the tour of the silk mill. The booklet is interesting in that it is dated 1937 and done on high grade paper with a tied cover, and not postwar. The reason I bought this group is because of the ?Bankers? Club? on the ARC pages. But it might also be connected to chits and/or coupons at that club and this material could be added to a collection and possibly used in an exhibit.
