This government was named Control Counsel (Kontrolrat). As follows from the information below, a scrip was used in the building of the Control Counsel to pay for. The Control Counsel scrip (6 pieces 3 Soviet and 3 British) is listed without illustrations in the Ryabchenko catalogue (1995) on page 641, under the #s 27983-27988 as follows: Soviet: R. 27 983, 5 cents (1/2 mark), ND R. 27 984, 10 cents (1 mark), ND R. 27 985, 20 cents (20 mark), ND British: R. 27986, 5 cents, ND R. 27987, 10 cents, ND R. 27988, 20 cents, ND Evidently all the coupons from the same booklet had the same serial number. Usually this number stood also on the cover. There was designation in marks ONLY on the Soviet coupons. There is also a short comment under the listing of the coupons in the Ryabchenko catalogue: The coupons of 5, 10 and 20 cents were in a booklet with the total sum of 60 marks with the text on the cover: Russian element. In front of the # the following letters were used: Br. (England), USA(USA) and Fr.(France) Under the condition that there were coupons for 60 mark in the booklet there are 3 possible reasonable distributions: 0.5 Marks 40 20 30 1.0 Marks 20 20 15 2.0 Marks 10 15 15 i.e. in the booklet there were from 10 to 15 complete sets. Unfortunately, the author (Ryabchenko) does not remember about the scrip more than it is written in the catalogue. Schoene with illustrations) Of special interest are the abbreviations of the Soviet and British issues (SKV) (Soviet) 1) variant Soyuznoye Komandovanie Voisk 2) variant Soyuznie Kontrolnie Voiska 3) variant -Soyuznoye Kontrolnoye Vedomstvo ACA (British) - 1) variant Allied Command Army(ies) 2) variant Allied Control Army (ies) 3) variant Allied Control Authority 4) variant Allied Control Administration Apparently the abbreviations must be the same in both languages. One can assume that if the government was called Allied Control Council the abbreviated name on the notes might include the two first words allied, control, both in Russian and English. Depicted on the scrip is the court building in Berlin at Kleistpark/Potsdamer Str. (city part Schoenenberg) where from 1945 to March 1948 was the seat of the Allied Control Counsel (Allied Government for Germany). Only in 1991 the building was returned to the Berlin justice system. The last meeting of the Allied Control Counsel took place on March 20, 1948 in Berlin. OBSERVATIONS IN THE GERMAN CATALOG BY M.SCHOENE issued in Germany in 1994 Paper money in the occupied Germany 1945-1949. The script issued for the lounge of the Allied Control Council of the Allied powers (size 92 x 60mm) was printed one-sided in light blue on white paper and numbered with 4 figures. Up to now only issues for Britain (mark: Br #) and USSR (mark: CCCP #) are known. The scrip for France and USA have not surfaced. Other denominations are possible. It is not clear in which currency the lounge must be paid cents were written on the coupons, the Russian variant shows also on the face the value in mark- e.g. 20 cents (2 marks). The script was used before June 1948, they have perforation on the left and so it is quite possible that they were built in the booklets. We welcome your letters to the editor on polls and poll questions. =========================================== Editorial/opinion =========================================== About five years ago, a collector sent me a copy of an item that he had found at a coin show (Long Beach I think). It is a throw-away item. That is, it had no value even at the time of issue. I really like such items and really wanted this item. I wrote the collector a congratulatory letter. I am sure that my jealousy was showing. I suggested to him that if he ever wanted to put the item up for adoption, I was very interested and would give it a very good home. About a year ago, the fellow started selling his collection. I could not visit him, but I knew two numismatists who were going to visit him. I asked them both to look for this simply, low (no?) value item for me. They reported that the item was not there. Imagine my surprise Friday when the item arrived in an envelope with a nice letter from the collector! It is now mine! It is home! I tend not to be patient with acquisitions, but sometimes I do not have a choice and sometimes it pays off. Obviously, you want to know about the item. I will tell that tomorrow or the next day. I chose to tell this part first for I believe that in numismatics (as in romance and other areas) the pursuit is often as important as the conclusion. =========================================== MAIL CALL =========================================== Dear Editor, As a neophyte in paper money activity, I have followed recent discussions in the GRAM, and offer a couple of comments and a query. The comments: First comment. Currency from the Oxford English Dictionary: "3. Of money: The fact or quality of being current or passing from man to man as a medium of exchange; circulation." And the Dictionary tells us the first recorded mention in English literature in 1699, "Locke 2nd reply to Bp of Worcester (R.), 'Tis the receiving of them by others, their very passing, that gives them their authority and currency.'" "4. That which is current as a medium of exchange; the circulating medium (whether coins or notes; the money of a country actually in use." There's more, but you could look it up. Second comment. Re: Marginalia. I love it; use it, and sometimes when I return to I can read it and may even know why I did it. The query: Being an old token and medal man, I recognize words of wisdom when I read them in the GRAM, and accept face/back as being most desirable for paper money. BUT, what about the edge? I learn a lot from reading the GRAM. Bill Murray Dear Bill, You make an interesting point. For paper money we have face, back, and rim. The rim can be plain, reeded, or lettered. These edge devices were created to keep people from shaving silver from the silver and gold certificates. Oops, that does not make much sense does it? As far as I know the four straight outer limits of notes are called edges, but I have to admit that I have not studied this particular issue—thanks for bringing it up.
