From: "MPCgram" To: Subject: MPCGram 963 Date: Saturday, July 12, 2003 5:19 AM =========================================== MPC GRAM =========================================== Covering the entire World of Military Numismatics Series 004 - Number 963 Saturday July 12, 2003 Financing War By Warner Talso The summer seminar is over. The seminar was great fun and the learning, sharing, and networking was intense. I discussed several topics with my fellow seminarians that are germane to this subject, particularly regarding US Bonds. We will get to that in due time. We also shared reference material and I learned of several new (to me) books on financing war. Perhaps book reports can be the topic of future columns. I picked up several bonds that caused me to adjust my thinking of WWII regarding neutral nations. There were five European nations that were neutral, or as one source calls them "non-belligerents," because they were hardly neutral. They bent with the pressure and accommodated one side or the other depending on the situation. The first acquisition was of several Soviet-Swedish Bonds of 1942. These bonds were first discussed in Gram Number 292 of March 27, 2001, by Gramster Mikhail Istomin of Kharkov, Ukraine. These were for loans given by the Swedish government to the USSR in 1941-42 according to a credit agreement between Sweden and the USSR in September 1940. Why Sweden would loan the USSR money is unclear. Maybe Sweden wanted to balance their close trade links with nazi Germany. It remains unclear why these were not provided in a standard way by funds transfer through banks. There are two possible explanations: 1) Sweden and the USSR wanted to keep the loans confidential. And this was the easiest way to keep the secret. 2) Sweden was in doubt as for repayment and this seemed to be the best way to have some evidence to present in court. The bonds surfaced in Russia about four years ago. Their denomination was very high for that time. It is interesting to note that the interest rate was 4.5%. This appears to be quite high based on my unscientific observations. So far I have noted that the German government seems to have paid about 3.5% interest, the Canadian government about 3.0%, and the US government no more than 2.9%. Of course, the higher the interest rate, the higher the perceived risk. The other acquisition is a certificate for five shares of The Pennsylvania Railroad Company purchased by the Swiss Bank Corporation in March of 1937. At the end of the war, The Swiss Compensation Office, acting on behalf of the Swiss Government, had to certify that no nationals of Germany or Japan had an interest in the transaction. The certification was documented by an attached certificate. These certificates are candidates for listing in the neutral section of the next WWII Remembered. Seminar Auction Report By Joe Boling ANA YN benefit auction session II - prices realized for fest-related items Again there was a mysterious bidder on the floor acting as agent for a bona fide collector of MFC, but this time average buyers were able to prevail (mostly). The following were the hammer prices for fest-related material in this sale: lot 135. AFC series 1944A 1 dinar and 10 dinar, SN C6A and C10A - $35 to the shill bidder lot 137. Short set MFC series 031 with SEMINAR III overprint (no postmarks): $1 (F12A), $2 (F4B), $5 (F11A) - $65 to a woman unknown to either of the agents representing absent bidders; this buyer seemed to be delighted in the designs independent of the significance of the notes as monetary instruments. Lot 139. MFC series 031 "CSCC03" $2 note (SN *6C) with 4 July 2003 and 5 July 2003 postmarks and green ANA stamp (pay for Saturday minifest) - $40 to a buyer prepared to spend much more. Lot 141. MFC series 031 "SEMINAR III" $5 note (SN F23B) with 4 July 2003 postmark (pay for Friday minifest) - $30 to a happy buyer who had submitted a much higher bid lot 143. Harold Kroll souvenir card for CSCC minifest (paper stock) - $10, exactly the market price for that card lot 145. Kevin Neidy pulled proof souvenir card for CSCC minifest - $20, also the market value for that card. Both souvenir cards were won by a bidder whose objective was to support the YN program, regardless of his interest in the items being sold, so it is unknown whether he has any actual interest in becoming a gramster or fester (he bought a large quantity of material over the evening, and submitted much of it for resale near the end of the night - not including these two cards). =========================================== Editorial/opinion =========================================== Please do not forget the weekly poll. Ed Beaman continues to post questions for military numismatists at papermoneyworld.net. He (and we) would be pleased to have your comments on the polls and suggestions for questions, but all he (we) really NEED is your opinion! Those are always very cheap so please give yours! http://www.papermoneyworld.net/poll/poll.asp =========================================== MAIL CALL =========================================== Hello, I wanted to mention something I discovered while reading the July-August issue of the AARP magazine, ( not my issue but a loaned issue) . It contains a very interesting article about Korea. On page 48-49 there are photos of 3 guys who were in Korea during that time and are friends, the layout also has different memorabilia from the Korean War. One of the items used in the photo is a 5 cent mpc note that appears to be a 472 series. There are no numbers visible, but thought this might be of interest to other gramsters as some may be receiving this magazine. I am not a member of it, but a family member is. Hope all are getting ready to have a good safe weekend . Sam Feeback Kevin and all Gramsters How about a midwinter mini fest in Orlando after the FUN show? (There is even another outfit there that prints and issues Mickey Mouse Money.) The rooms in Orlando are pretty cheep at that time. Many Festers and Gramsters come to the FUN show and could just stay on for a FEST after FUN. Lets hear from some of you out there in e-mail land. Paymaster (NOT THE ONE WHO IS ON THE LAMB!!!) Dear PM, By the standards of most mini Fests, there is not a need to stay after the show to have a mini Fest. Of course it is possible to have some sort of event to follow the official FUN or even official miniFest. Frankly, FUN has been a mini Fest in everything but name for the past few years. I cannot remember if any money has been issued for a FMF (Fun Mini Fest) [Al?], but it sounds like a good thing to do. Generally, a local organizer is needed. That sounds like ye ol paymaster to me.
