There is so much energy at the Seminar that one can hardly keep up with the flow of ideas. I was discussing the future of this column with Fred "The Delegator" Schwan and he suggested I look for some articles in a publication called the "Bond and Banknote News.” So I descended on the ANA Library. This is great source of information and I highly recommend it if you have not availed yourself of their services. It is easily accessed through the ANA web site at www.money.org. The Head Librarian, Nancy Green, graciously led me right to the Bond and Banknote News (BBN) files. This was an interesting periodical published 3 or 4 times a year between the years of 1983 and 1991 by Squirrel Publishing Ltd., Shrewsbury, England. The magazine apparently struggled throughout its life and finally gave up in 1991 (when it was incorporated in Coin News). This was despite the Herculean efforts of the Associate Editor for Military Matters, as of 1987, Fred Schwan of Fort Leavenworth, Kansas. Keep in mind that I thought I came up with the theme for this column all by myself. Fred, The Delegator, was enthusiastic -but then, when isn't he? All Fred said was "this is an area that needs more research.” Imagine my surprise when I found out that he had written a column for the BBN called, are you ready, "Financing the War.” I leave it to the reader to decide if this was mere serendipity or Machiavellian manipulation. Fred wrote articles on financing war in Canada, Newfoundland (!), Australia, New Zealand, China and India. Dividing the topic by country is yet another means of parsing the subject. I will be liberally extracting information from these articles in the future for those of you who may have missed them the first time around. Fred started his first article with a discussion of a working definition of war bonds - much as has been done here. His conclusions are not inconsistent with those expressed here. Fred's first article states that there are three purposes for selling war bonds: 1) to finance the expense of the war effort 2) to reduce the amount of money in circulation, thereby reducing the possibility of inflation (because of competition for commodities in short supply); and 3) allow the population to participate in the war effort. Very interesting. More to come. =========================================== Editorial/opinion =========================================== I had a great time at the Canadian Numismatic Association Convention in Windsor, Ontario. I think that I have enough for several Grams so it must have been a good time! Did I tell you about Brett Irick at the seminar? At the closing banquet, after we made spectacles of ourselves with challenge coins, this fellow whom I did not know at all came up and more or less asked for a challenge coin. His name was Brett Irick. I explained that I could not really give him one, that he had to do a good deed. After a brief discussion he agreed to make a donation to the scholarship fund and I gave him a challenge coin. That was the end of it and I may have told the story before. The end that is until I walked into registration at the CAN. Yes, there stood Brett at registration! I challenged him on the spot. He was mortified—and full of excuses. He still owes me by the way. Within only a minute I saw Wendell Wolka sitting at a bourse table. In response to my challenge he had an innovative and creative if inadequate response. He casually reached into his pocket, withdrew, and flashed as Washington quarter as though it were a challenge coin. Good try Wendell. (Who also still owes me the drink.) For a change both Nancy and John Wilson met the challenge! Their record has not been good, but they were ready this time. I suspect that the training may now be complete!
