Another column based on the Summer Seminar. As my project in the Advance Course. I prepared a talk on the history of the U.S. Savings Bonds. This is a continuation of information you have seen here in the past. The modern concept of U.S. bonds was introduced in 1935. The strategy was based on the very successful mass marketing concept of the First World War. The stated purpose was threefold; instill thrift in the minds of the American public, educate the public, and bind people closer to the government. There were series A, B, C, and D bonds. Also called "Baby Bonds." They had new, at the time, features like fixed redemption value and were registered by name. They had values from $25 to $1,000, sold at 75% of value, and paid 2.9 % interest if held for 10 Years to Maturity. Mass marketing included selling bonds in Post Offices and advertising by direct mail and in magazines. Eleven million bonds were bought by two million investors. The program was hugely successful. This led to the Series E Defense bonds introduced in June 1941. The war in Europe was threatening the United States, there was a serious concern of inflation and the government needed to raise money. The Series E bonds were similar to their predecessors. The interest rate was 2.9% if held to maturity (10 years), but now there was a graduated rate of return. The interest rate was much lower if the bond was cashed early. Series F and G bonds were introduced at the same time. These matured after 12 years. They could be purchased only from Federal Reserve Banks or the Treasury. The Series E bonds are still available as Series EE. Interest rates and maturity dates have evolved to be more competitive. The names have evolved to reflect the national mood. We started with Defense Bonds, then War Bonds to reflect the country at war, then Savings Bonds, Freedom Bonds, and now Patriot Bonds. Some general characteristics of U.S. Bond have been: 1) marketing and promotion, with a strong appeal to patriotism, 2) during war, hard hitting slogans, such as "I died today, what did you do?" 3) unique features such as low interest rate, and 4) a spirit of volunteerism. As collectibles, there is a great deal of information left to be discovered. =========================================== Editorial/opinion =========================================== Do you remember my mention of the AFLB (Armed Forces Leave Bond) that I was chasing? The office of an Eastern senator had called because a constituent was having trouble cashing his AFLB. How the staffer found me I will never know, but I was happy that she did. Well, yesterday I received a copy of the AFLB and the phone number of the owner. The owner is the original recipient of the bond so I hope to get some info in addition to the bond. You can be sure that I will keep you informed on the progress of the negotiations, but that is not the point today. The AFLB is exactly the same as the one on page 393 of Remembered (except the value is typed in as $100). Here is the interesting part. The AFLB in the book is dated Jan 1945 and has a serial number of approximately 6.7 million. This new find is dated July 1946 with a serial of approximately 3.7 million. On the surface these numbers seem a little wild even though they could be as they seem but issued by different offices or separated in some other logical way. The AFLB are signed by John Snyder. As we point out in the book, he did not take office until July 1946 (coincidence). It is likely that ALL AFLBs were issued after July 1946 but were given an issue date based upon the date that the service member left the service. I must state that this is speculation. It is not based upon British intelligence. Your thoughts and ideas on the subject will be very welcome. =========================================== MAIL CALL =========================================== Dear Editor, After reading Gram 973 I was a little confused and had to take a few seconds to regain my thoughts, reread my article and get my bearings tightened back up as Warner had thrown me for a loop with his comments about the article I had written on the Summer Seminar. Maybe he was reading something in WWII Remembered, having spaghetti for lunch, or out in his garden picking tomatoes and thought of Italy. I don't know what inspired him or have a clue where he came up with AMC Lire, 1943 and 1943A, from reading the Summer Seminar article. The issued notes at the Summer Seminar were AFC DINARS, 1944 and 1944A not AMC LIRE. It's OK Warner, we all have our moments, I have been told it does get worse with time. What was the question again? The Gram is and remains a fine technical journal for all who take the time to read it. In going back over your articles, you do seem to have been correct, but it is a no win position for me because I should have fixed one of them before publishing. Furthermore, in reading your article more carefully because of this exchange, I found other things that I should have fixed, so I really lose all around!
